Results of the 10th Tripartite Policy Dialogue on Biodiversity Conservation

1.The 10th Policy Dialogue on Biodiversity Conservation (TPDB) was held in Yokohama City, Kanagawa Prefecture, Japan on July 22 and 23, 2024. At the TPDB, the participants from Japan, the People’s Republic of China, and Republic of Korea had discussion and exchanged information on their policies related to biodiversity conservation.

2.On July 23, the “Tripartite Invasive Alien Species Expert Meeting”, which was established at the 4th Policy Dialogue, was held at the same location.  Participants also visited one of the Nationally Certified Sustainably Managed Natural Sites and a port to observe countermeasures against Red Imported Fire Ant (RIFA).

■ The Tripartite Policy Dialogue on Biodiversity Conservation

 The TPDB was established following the agreement made among Japan, China and Korea, at the 14th Tripartite Environment Ministers Meeting (TEMM14) held in May 2012, to organize a Policy Dialogue to promote biodiversity conservation in Northeast Asia. Since then, information sharing and discussion regarding biodiversity conservation have been conducted among the three countries at the working level at the TPDB meetings.
 The 10th TPDB, which was held in Japan for the first time in seven years, aimed to promote mutual understanding on the respective positions of each country on the key topics to be discussed at the 16th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP16). In particular, the decision adopted at the COP15 requested Parties to revise and update their National Biodiversity Strategies and Action Plans (NBSAPs) by COP16. All three countries have completed their revision processes of their NBSAPs, and exchanged opinions about steps toward the implementation. The participants reaffirmed the importance of the TPDB, and the three countries agreed to further strengthen tripartite collaboration in the future.
 Through the TPDB and the site visits, Japan introduced progress and issues about Japan’s initiatives toward achieving the "30by30" Target to the participants from China and Korea. In particular, Japan highlighted the involvement of private sector for achieving the 30by30 target through a visit to the ENEOS Corporation Negishi Refinery, one of the Nationally Certified Sustainably Managed Natural Sites, which is a newly established scheme to certify well-managed natural sites.

■ Tripartite Invasive Alien Species Expert Meeting

 At the expert meeting, experts and government officials from the three countries exchanged information from a scientific perspective on the institutions related to IAS control, scientific, physical and biological IAS control technology development, and monitoring, and discussed future cooperation among the three countries on measures to combat fire ants and other invasive alien species.

● Site visits (July 23, 2024)
   Site visits were conducted to introduce biodiversity conservation initiatives in Japan
  to the participants.
   The first site visit was held at the ENEOS Corporation Negishi Refinery, which was
  one of the Nationally Certified Sustainably Managed Natural Sites in the first term of
  the certification in 2023. ENEOS presented the background of their initiatives  for
  biodiversity conservation, how the site contributes to ensuring connectivity of the
  natural environment with the surrounding area, and how their initiatives are utilized as
  examples of community-focused environmental education.
   In addition, in conjunction with the Tripartite Invasive Alien Species Expert Meeting,
  the second site visit was held at the Port of Tokyo, where Japanese experts
  introduced and demonstrated the latest countermeasures to prevent the introduction
  of RIFA and the establishment of the colonies.
