Organization of the 10th Tripartite Policy Dialogue on Biodiversity Conservation
1. The 10th Tripartite Policy Dialogue on Biodiversity Conservation (TPDB) will be held in Yokohama City, Kanagawa Prefecture, Japan on July 22 and 23, 2024. At the 10th TPDB, participants of Japan, the People’s Republic of China, and the Republic of Korea will discuss and share information on their policies on biodiversity conservation.
2. On July 23, the “Tripartite Invasive Alien Species Expert Meeting”, which was established at the 4th TPDB, will be organized. The site visit will also be held on July 23. Participants will visit one of the Nationally Certified Sustainably Managed Natural Sites and a port to observe countermeasures against the introduction and establishment of colonies of Red Imported Fire Ant (RIFA).

Participants will visit one of the Nationally Certified Sustainably Managed Natural Sites and a port to observe countermeasures against the introduction and establishment of colonies of Red Imported Fire Ant (RIFA).
■The Tripartite Policy Dialogue on Biodiversity Conservation
The TPDB was established based on the agreement made among Japan, China, and Korea to conduct a Policy Dialogue at the occasion of the 14th Tripartite Environment Ministers Meeting (TEMM14) in May 2012 to promote biodiversity conservation in Northeast Asia. At TPDB meetings, information sharing and discussion on policies regarding biodiversity conservation is conducted among the three countries at the technical level.
Japan has hosted TPDB twice to date: the 4th (in-person in Shizuoka City, Shizuoka Prefecture, Japan in 2017) and the 7th (on-line in 2020).The 10th TPDB will be the third occasion that Japan hosts the meeting, and the first time to hold it in-person for the past seven years.
The 10th TPDB aims to promote mutual understanding on their respective positions of each country on the key topics to be discussed at the 16th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP16). In addition, Japan plans to take this opportunity to introduce Japan’s biodiversity policies, including a site visit to one of the Nationally Certified Sustainably Managed Natural Sites(*1) , a newly established scheme for achieving the Target 3 or the “30by30 target” of the Kunming-Montreal Global Biodiversity Framework (*2).
(*1) the Nationally Certified Sustainably Managed Natural Sites are areas certified by
the government where the private sector and other partners are taking
initiatives to enhance biodiversity conservation.

areas as healthy ecosystems by the year 2030 to halt and reverse
biodiversity loss (so-called “2030 Nature-Positive”).

■ Tripartite Invasive Alien Species Expert Meeting,
Establishment of the “Tripartite Invasive Alien Species Expert Meeting was agreed at the 4th Tripartite Policy Dialogue held in Shizuoka, Japan in 2017. It aims to provide a platform for discussion and information sharing relating to measures, concerning invasive alien species such as fire ants, from a scientific perspective among experts and government officials of the three countries. The first expert meeting was held together with the 5th Tripartite Policy Dialogue in 2018, with information shared about current management systems related to measures against invasive alien insect species as well as the latest issues on them. The second expert meeting will be organized back-to-back with the 10th Policy Dialogue.

Site visits are planned to introduce the participants from China and Republic of
Korea to the biodiversity conservation initiatives in Japan. The first site visit will be to
the ENEOS Corporation Negishi Refinery, which was been certified as one of the
Nationally Certified Sustainably Managed Natural Sites in the first term of the
certification in 2023.
In addition, in conjunction with the Tripartite Invasive Alien Species Expert Meeting,
the demonstration of countermeasures against RIFA will be held at the Port of Tokyo.
The ENEOS Corporation Negishi Oil Refinery
Name: Central greenbelt at ENEOS Negishi Refinery
Area: 6.2 ha
Activity objective: The objective of this site is to provide opportunities for
environmental education and recreation for refinery visitors and
employees as well as to contribute to biodiversity conservation in the
local area.
Overview: Situated at a corner of the coast of Negishi Bay, which is located just
south of central Yokohama City, the ENEOS Corporation Negishi
Refinery is a large-scale facility, covering an area of 2.2 million square
meters with a circumference of 12 kilo meters. This site is a corporate-
owned green space, including diverse environment such as a
waterfront visited by common kingfishers, lush vegetation with
bluebottle butterflies flitting around, and a wooded area echoing with
the tapping of pygmy woodpeckers. The initiative aims to create a
“satoyama (traditional rural landscapes which have been formed
through sustainable landuse)within the refinery”. (in Japanese)
