Result of 16th Meeting of the Article 6.4 Supervisory Body

1. The 16th meeting of the Article 6.4 Supervisory Body was held in Bonn, Federal Republic of Germany, from May 12 to 16, 2025. TAKAHASHI Kentaro, Deputy Director, Office for the Joint Crediting Mechanism and International Carbon Market, Ministry of the Environment, Japan, attended the meeting as an alternate member of Asia and Pacific region.
 
2. The Supervisory Body adopted “Standard: Setting baseline in mechanism methodologies” and “Standard: Addressing leakage in mechanism methodologies”. The Supervisory Body also adopted the revision of various standards and procedures for implementing Article 6.4 project activity.
 
3. The Supervisory Body approved transition requests of seven Clean Development Mechanism (CDM) projects to Article 6.4 mechanism. 
 
4. The Joint Crediting Mechanism (JCM), which Japan is promoting, is a different mechanism compared with Article 6.4. The JCM is implemented consistent with Article 6.2 and Japan will work to expand and accelerate the project while referring to the outcomes of the Article 6.4 Supervisory Body meeting.

Regulatory and procedural matters
 
 The 6th session of the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA6), held in Baku, Republic of Azerbaijan, November 11-24, 2024, reached an agreement for full operationalization of Article 6 of Paris Agreement.*1 
 As for the decision related to Article 6.4 mechanism at CMA6, CMA6 took note the standard related to the requirements of development and evaluation of methodologies for Article 6.4 activities. 
 The 16th meeting of the Article 6.4 Supervisory Body adopted various standards based on this requirement.

● Standard: Setting baseline in mechanism methodologies
 (Overview of Standard: Setting baseline in mechanism methodologies)
 This standard sets out requirements for mechanism methodologies for calculating the crediting baseline used as a comparison criteria, including identifying the baseline scenario and determining baseline emissions and removals.
 This standard is applied for proponents of mechanism methodologies in developing methodologies and utilized by the UNFCCC Secretariat, the Methodological Expert Panel and the Article 6.4 Supervisory Body when assessing and considering methodologies. 
 
● Standard: Addressing leakage in mechanism methodologies
 (Overview of Standard: Addressing leakage in mechanism methodologies)
 This standard sets out requirements for mechanism methodologies to identify potential sources of leakage including its calculation.

● Revision of Standard: Article 6.4 activity standard for projects (AS-P), and Standard: Article 6.4 activity standard for programmes of activities (AS-PoA) 
● ​Revision of Standard: Article 6.4 validation and verification standard for projects (VVS-P), and Standard: Article 6.4 validation and verification standard for programmes of activities (VVS-PoA)
● ​​Revision of Standard: Transition of CDM activities to the Article 6.4 mechanism, and Procedure: Transition of CDM activities to the Article 6.4 mechanism
 
Approval of transition of CDM activities to Article 6.4 mechanism
 
 The following seven activities*2 were approved as the transition of CDM to Article 6.4 mechanism. 
 
● ​​Reducing Gas Leakages within the Titas Gas Distribution Network in Bangladesh 
● ​​Reducing Gas Leakages within the Bakhrabad Gas Distribution Network in Bangladesh 
● ​​Reducing Gas Leakages within the Karnaphuli Gas Distribution Network in Bangladesh 
● ​​Reducing Gas Leakages within the Jalalabad Gas Distribution Network in Bangladesh 
● ​​Reducing Gas Leakages within the Pashchimanchal Gas Distribution Network in Bangladesh 
● ​​Programme of activities: Man and Man Enterprise Improved Cooking Stoves CDM Programme in Ghana supported by Republic of Korea 
● ​​Programme of activities: Improved cookstove program in Bangladesh supported by the Republic of Korea
