Result of 15th Meeting of the Article 6.4 Supervisory Body

1. The 15th meeting of the Article 6.4 Supervisory Body was held in Thimphu, Kingdom of Bhutan, from February 11 to 14, 2025. TAKAHASHI Kentaro, Deputy Director, Office of International Carbon Market, Ministry of the Environment, Japan, attended the meeting as an alternate member of Asia and Pacific region.
 
2. The Supervisory Body approved the workplan of the Supervisory Body 2025, the Methodological Expert Panel 2025 and the Accreditation Expert Panel 2025. The supervisory body also adopted the revision of “Activity cycle procedure for projects under Article 6.4 mechanism,” “Procedure of Article 6.4 mechanism registry,” and “Standard: Demonstration of additionality in mechanism methodologies.”
 
3. The Supervisory Body approved a transition request of one CDM project to Article 6.4 mechanism. Carbon Check (India) Private Limited(CCIPL)was accredited as the first DOE under Article 6.4 for validation and verification of GHG emission reduction. 
 
4. The Joint Crediting Mechanism (JCM), which Japan is promoting, is a different mechanism compared with Article 6.4. The JCM is implemented consistent with Article 6.2 and Japan will work to expand and accelerate the project while referring to the outcomes of the Article 6.4 Supervisory Body meeting.

Regulatory and procedural matters
The following standards and procedures were adopted.
 
● Standard: Demonstration of additionality in mechanism methodologies
 
(Overview of Standard: Demonstration of additionality in mechanism methodologies)
 The 6th session of the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA6), held in Baku, Republic of Azerbaijan, November 11-24, 2024, reached an agreement for full operationalization of Article 6 of Paris Agreement.*1 
 As for the decision related to Article 6.4 mechanism at CMA6, CMA6 took note the standard related to the requirements of development and evaluation of methodologies and approaches to demonstrate additionality for Article 6.4 activities. 
 This standard adopted by 15th meeting of the Article 6.4 Supervisory Body outlines the details of approaches to demonstrate additionality. In addition, several approaches to demonstrate additionality were identified as follows:
 ・Regulatory analysis demonstrates that the proposed activity represents mitigation that exceeds any mitigation required by law or regulation.
 ・Analysis of lock-in risk demonstrates that the implementation of the proposed activity does not lead to locking in levels of carbon-intensive technologies.
 ・Investment analysis demonstrates the usefulness of crediting in securing revenue for the proposed activity.
 ・Barrier analysis identifies the barriers that prevent the implementation of proposed activity.
 ・Common practice analysis demonstrates the extent to which the proposed activity has already been disseminated.
 This standard is utilized in the development of methodologies for calculating GHG emission reductions, and will also be used by the UNFCCC secretariat, the Methodological Expert Panel, and the Article 6.4 Supervisory Body when assessing and considering methodologies.

Approval of transition of CDM activities to Article 6.4 mechanism
