Ministry of the Environment of Japan, the Department of Environment and Natural Resources, and the Securities and Exchange Commission of the Republic of the Philippines Sign Letter of Intent on Corporate Greenhouse Gas Measurement and Reporting
On May 28, 2026, the Ministry of the Environment (MOE) of Japan signed the Letter of Intent with the Department of Environment and Natural Resources (DENR) and the Securities and Exchange Commission (SEC) of the Republic of the Philippines on cooperation in corporate greenhouse gas (GHG) measurement and reporting.
Through the activities under this Letter of Intent, the Ministry of the Environment of Japan will further strengthen its collaboration with DENR and SEC.

■ Overview
On May 28, 2026, the Ministry of the Environment (MOE) of Japan signed the Letter of Intent with the Department of Environment and Natural Resources (DENR) and the Securities and Exchange Commission (SEC) of the Republic of the Philippines on cooperation in corporate greenhouse gas (GHG) measurement and reporting.
This Letter of Intent aims to further strengthen cooperation on institutional support for corporate GHG emissions measurement and reporting through PaSTI*1.
Based on this Letter of Intent, efforts will be strengthened to improve corporate GHG emissions measurement and reporting, thereby enhancing the transparency of corporate GHG emissions. In addition, by promoting linkages between corporate GHG emissions measurement and reporting and non-financial information disclosure, the initiative will contribute to reducing the reporting burden on companies. Furthermore, through these efforts, project development under the Joint Crediting Mechanism (JCM) in the Republic of the Philippines will be promoted, thereby contributing to global decarbonization.

■ Background
MOE Japan has been cooperating with DENR since 2019, following the issuance by DENR of a letter expressing its interest in bilateral cooperation through PaSTI, with a focus on strengthening private sector climate actions and their measurement, reporting and verification (MRV) in the industrial processes and product use (IPPU) and waste sectors. In addition, on January 21, 2026, MOE Japan signed Letter of Intent with the Climate Change Commission (CCC) of the Republic of the Philippines, which is the lead policy-making and coordinating body for climate change, on cooperation in the field of climate change mitigation. Building on these developments, the present trilateral Letter of Intent was concluded with DENR and SEC, with the aim of promoting linkages between corporate GHG emissions measurement and reporting and climate related disclosure by sharing with the SEC, which oversees regulations on such disclosure, the technical knowledge and expertise on MRV, including technical support for GHG measurement and reporting tools, that has been provided to DENR through PaSTI.
