Adoption of the Rule of Implementation (RoI) of the Joint Crediting Mechanism (JCM) between Japan and the Republic of India

 On June 8, 2026, the Rule of Implementation (RoI), which will serve as the regulatory framework for the Joint Crediting Mechanism (JCM)* between Japan and the Republic of India in accordance with Article 6 of the Paris Agreement. By the adoption, the first procedure for the credit process was established. Final coordination of detailed procedures with India will continue.

* A mechanism established consistently with Article 6 of the Paris Agreement, under which companies and government of Japan and partner countries cooperate in terms of technology and funding to implement measures, and the resulting GHG reductions and removals are allocated in proportion to the contributions of each country. The Ministry of the Environment, the Ministry of Economy, Trade and Industry, the Ministry of Agriculture, Forestry and Fisheries, and the Ministry of Foreign Affairs of Japan are working together to operate the system as a unified government effort. To date, over 300 projects have been implemented in various fields, including energy and waste, and in April of this year, the designated implementation agency was established based on the law to accelerate the process.

 At the first Joint Committee (JC) meeting of the Japan-India Joint Crediting Mechanism (JCM), held on September 22, 2025, the two countries agreed to finalize the following details with a view to the early adoption of the Rule of Implementation (RoI) of the JCM, the rules governing the implementation of the Japan-India JCM in accordance with Article 6 of the Paris Agreement. On June 8, 2026, the Joint Committee of the Japan-India JCM adopted the RoI.
 
The RoI includes the following items:
- JCM governance (Joint Committee and Secretariat)
- JCM procedures (Processing of Project Idea Note (PIN), methodology approval, project registration, credit issuance, validation and verification)
- Procedures for sustainable development (SD) implementation plan and reporting
- Decision of credit allocation at the time of project registration
- Crediting period
- Authorizationl and corresponding adjustments by Parties under Article 6 of the Paris Agreement regarding the JCM
 
Japan will continue to make final coordination with the Indian side regarding the detailed procedures and forms.
