Result of the First Meeting of the Joint Committee for the Joint Crediting Mechanism (JCM) between Japan and India; Commencement of Submission Acceptance for Decarbonization Projects under the JCM

1. On September 22, 2025, the first meeting of the Joint Committee (JC) for the Japan-India Joint Crediting Mechanism (JCM)* was convened. During the meeting, both parties concurred on making final adjustments with a view to the early adoption of the Rule of Implementation (RoI), which will serve as the regulatory framework for the JCM in accordance with Article 6 of the Paris Agreement.
 
2. Following the discussion at the Joint Committee, the JC decided to begin accepting submissions of the Project Information Sheet, prior to the finalization of the Rule of Implementation (RoI). Project participants wishing to apply the JCM to their projects are requested to complete the required information and contact JCMA, the designated JCM implementing agency.

3. To promote business participation in the JCM, a hybrid forum and business matching event will be held as outlined below. We warmly invite your participation. For more details about the program, please refer to the attached document.

4. We will continue to promote JCM projects in India through collaboration between Japanese and Indian companies.

* A mechanism consistent with Article 6 of the Paris Agreement, where companies and governments in Japan and partner countries collaborate on technology and finance to implement mitigation actions, with the resulting GHG reductions and removals allocated according to each country's contribution. The Ministry of Economy, Trade and Industry (METI), Ministry of Foreign Affairs (MOFA), Ministry of Agriculture, Forestry and Fisheries (MAFF), and Ministry of the Environment (MOE) of Japan collaborate to operate this system as a unified government effort. To date, approximately 270 projects have been realized across diverse sectors such as energy and waste management. Furthermore, in April of this year, a designated implementing agency was established under the law to accelerate the process.

■ Overview of the Joint Committee

 The Joint Committee is established on the basis of bilateral document of the JCM and consists of representatives of Japan and a partner country. It serves as the decision-making body for implementing the JCM. Specifically, it adopts rules and guidelines of the JCM, approves methodologies for calculating JCM credits, registers projects, and decides on notifications to each government regarding the amount of JCM credits to be issued. This is the first meeting of the first Joint Committee with the Republic of India (partner country), during which the establishment of the JC was announced and rules pertaining to the JCM were discussed.

(3)    Main Agenda and Summary of Results
 1)  Opening:
 Mr. YAMAZAKI Fumio, Minister of Economy and Development, Embassy of Japan in the Republic of India, expressed gratitude to the relevant parties from both countries for all cooperation in organizing the Joint Committee. He also stated his expectation that the JCM would contribute to further strengthening Japan-India relations. From the Indian side, Ms. Nameeta Prasad, Joint Secretary, the Ministry of Environment, Forest and Climate Change expressed strong expectations for the JCM to support the achievement of India’s Nationally Determined Contribution (NDC).
 
 2) Operational matters:
 It was resolved to establish the Joint Committee.
 
 3) Rules:
 The Joint Committee discussed the rules and guidelines for implementing the JCM consistent with Article 6 of the Paris Agreement. The list of main documents discussed is as follows.
 
 Rules of Implementation of the JCM
 ・Confirmation of objections to planned projects based on the Project Idea Note
 ・Sustainable Development (SD) Implementation Plan and Reporting (Preparation and submission of the SD Implementation Plan at project registration; preparation and submission of the SD Implementation Report at credit issuance)
 ・Determination of credit allocation at project registration
 ・Periodic preparation and submission of project implementation reports
 ・Use of JCM credits
 ・Approval and appropriate adjustments by Parties under the Paris Agreement concerning the JCM  

 4) Commencement of Submission Acceptance Using the Draft Project Idea Note (PIN) Format
 The Joint Committee decided to expedite the finalization of the Project Idea Note (PIN) format. In the interim, the JC agreed to call on private sector entities to provide information on decarbonization projects using the Project Information Sheet.
