International trends

ISO 14034:Environmental technology verification was internationally standardized in November 2016.
This standard does not provide guidelines certifying products by evaluating conformity, of whether the performance of the environmental technology that is being verified meets certain standards. Rather, it provides guidelines for the implementation of environmental technology verification programs in each country.
The Ministry of the Environment conducts workshops by experts on the requirements of ISO / IEC 17020 for verifiers, with the aim of aligning the Environmental Technology Verification (ETV) program with ISO 14034.
In addition, since 2018, the Ministry of the Environment has requested that verifiers make efforts to establish a system that meets the requirements of ISO / IEC 17020.

USA

(private)
  • The government-led ETV program [a collaborative effort between the U.S. Environmental Protection Agency (EPA) and non-profit laboratories/evaluating institutions] ended in 2014, and has been handed over to the private sector. Private-sector programs are run by VerifiGlobal (a global platform of accredited testing and verifying organizations). (The programs do not belong to a specific entity; they have switched over to market-based operations).
  • Verifying organizations are members of the Alliance, and are either ISO/IEC 17020-accredited members or members that have completed the VerifiGlobal Peer Assessment process.
  • Run in accordance with ISO 14034.

Canada

(private)
  • The government-led ETV program (Environment and Climate Change Canada and Innovation, Science and Economic Development Canada) ended in 2016, and has been handed over to the private sector. Private-sector programs are run by VerifiGlobal (a global platform of accredited testing and verifying organizations). (The programs do not belong to a specific entity; they have switched over to market-based operations).
  • Verifying organizations are members of the Alliance, and are either ISO/IEC 17020-accredited members or members that have completed the VerifiGlobal Peer Assessment process.

EU

(private)
  • The pilot program run by the European Commission (EU) has been suspended since 2022. Verifying organizations in four countries, Denmark, Italy, Poland, and the UK (outside the EU) are preparing to run the programs as market-based (private sector) operations (the programs do not belong to a specific entity; they are being readied for market-based operations).
  • Verifying organizations are ISO/IEC 17020-accredited organizations.
  • Run in accordance with ISO 14034.

Korea

(state)
  • New environmental technologies are verified through the NET (New Excellent Technology) program, an environmental technology certification and verification system. The program verifies NET-certified technologies that wish to be verified via ETV.
  • The program belongs to the Ministry of Environment of Korea and the Korea Environmental Industry & Technology Institute (KEITI).
  • Korea Environmental Industry & Technology Institute (KEITI) is the verifying organization.

China

(semi-governmental)
  • The Chinese Society for Environmental Sciences started an ETV program around 2015.
  • The Chinese Association for Environmental Sciences has taken the lead to form the Alliance for Environment Technology Verification (an alliance of members of the Chinese Association for Environmental Sciences). The Alliance consists of the Secretariat (including a Steering Committee and Technical Committee) and verifying and testing organizations.
  • The program belongs to the Chinese Society for Environmental Sciences.
  • Verifying organizations are scientific research institutes or universities that are influential in the technical field concerned (that the application relates to).
  • Run in a manner similar to ISO 14034.
Philippines
  • The Department of Science and Technology of the Philippines (DOST) validates new technologies through an ETV protocol.
  • Numerous water treatment-related ETV programs have been implemented, and the country’s water treatment technology has improved. Currently, needs are shifting to technologies related to solid waste management.
  • The program belongs to the Department of Science and Technology (DOST) of the Philippines.
  • The verifying organization is the Industrial Technology Development Institute of the Philippines.
  • Run in accordance with ISO 14034.
