




Starting from 2019, the procedures from the application to verification of technologies have been as follows.
The Ministry of the Environment solicits environmental technologies in each field for verification.
The time period for public solicitations is posted on this site's public solicitation page at the relevant times.
The Ministry of the Environment selects environmental technologies to be verified during the next fiscal year,based on investigations by the verification management organization that assists the Ministry in selecting the technologies.
After the Ministry of the Environment selects the technologies to be verified, the Ministry publicly recruits and selects verifying that will carry out the verifications in each field.
The selected verifiers formulate verification plans for the technologies selected for verification, in consultation with the applicants.
The verifiers carry out the verifications according to the verification plans.
After verifications are finished, the verifiers prepare verification reports and verification statements in consultation with the applicants, and the Ministry of the Environment approves the verification reports and verification statements. Verification reports and verification statements approved by the Ministry are published on the Ministry’s website.
Following the approval of the verification reports and verification statements, the Ministry of the Environment issues verification numbers and logo marks to the applicants.
If an applicant expresses a wish to have their technology verified based on existing data (data collected by a different external organization) at the time of application,and if the technology is selected for verification, the verifiers will deliberate whether it can verify the technology using said data under the formulated verification plan. If it is determined, as a result of such deliberation, that it is possible, there is no need to collect new data for verification.
If, as a result of such deliberation, the verifier deems it necessary to collect additional data, the verifier and the applicant must consult with each other to develop a verification plan that incorporates the relevant tests. The applicant bears the costs incurred, such as expenses related to the tests.
Regarding the cost of verification, expenses related to the verification itself*1 are borne by the applicant, while other expenses*2 are borne by the Ministry of the Environment.
※1 Expenses related to verification: Bringing / installing the technology to be verified to the test site, operating the technology to be verified, removing / returning the technology to be verified at the end of testing, cost of consumables related to testing, cost of traveling to the testing organization, cost of measurement / analysis, etc.
※2 Other expenses: Cost of creating verification plans, cost of organizing a Technology Verification Evaluation Committee, cost of creating verification reports and statements in Japanese, cost of issuing ETV logos, etc.

In order to select technologies to be verified by the Ministry of the Environment, the verification management organization undertakes an investigation of candidate technologies by collecting necessary information, through such methods as reviewing application documents, surveying the technical literature, interviewing applicants, etc. After that, the Ministry of the Environment selects the technologies to be verified from the following viewpoints, based on deliberations by the Technology Verification Evaluation Group composed of experts.
The Ministry of the Environment discloses summarized information of all technologies that are candidates for verification (name of applicant, name of technology developer, name and model number of product to be verified, overview of technology, etc.). The verification management organization notifies the applicants of the results of the review; if it has been decided not to select a candidate technology for verification, the applicant is notified and the reason clearly stated. As a general rule, verification of technology is completed within the year, but for technologies that require a certain period of time for verification, the process may take several years.

・Following the solicitation period, candidate technologies will be subject to technical investigations, after which the technologies to be verified will be determined. Please note that not all technologies that are submitted will be verified.
・Please note that, although there is no limit to the number of technologies that an applicant can submit at one time, budgetary constraints mean that there is a limit to the number of technologies that can be verified.
・If there are arrangements to be made, such as those regarding patents relating to the technology scheduled for application, please apply after completing all the necessary arrangements related to the application, such as obtaining prior approval from related parties.
