State Minister Kobayashi participated in the 11th Regional 3R and Circular Economy Forum in Asia and the Pacific, co-organized by the Ministry of the Environment, Japan, the Ministry of Environment of Cambodia, and the United Nations Centre for Regional Development (UNCRD), in Siem Reap, Cambodia. In addition, he met with H.E. Mr. Say Samal Minister of Environment of Cambodia.
