Bilateral Meeting between KOBAYASHI Fumiaki, State Minister of the Environment of Japan and Mr. Jürgen Rigterink, First Vice President of the European Bank for Reconstruction and Development (EBRD)
1. On March 5, 2025, KOBAYASHI Fumiaki, State Minister of the Environment of Japan met with Mr. Jürgen Rigterink, First Vice President of the European Bank for Reconstruction and Development (EBRD).
2. They exchanged views on various issues such as cooperation towards realizing Joint Crediting Mechanism (JCM) projects in countries that the EBRD has been supporting in Eastern Europe, Central Asia and other regions, including Ukraine.
3. They also signed a Letter of Intent towards establishing a fund related to the JCM.

On March 5, 2025, KOBAYASHI Fumiaki, State Minister of the Environment of Japan met with Mr. Jürgen Rigterink, First Vice President of European Bank for Reconstruction and Development (EBRD). They exchanged views on various issues such as cooperation towards realizing Joint Crediting Mechanism (JCM) projects in countries that the EBRD has been supporting in Eastern Europe, Central Asia and other regions, including Ukraine, and confirmed that they would continue to strengthen bilateral cooperation.
On this occasion, State Minister KOBAYASHI and the EBRD First Vice President Rigterink signed a Letter of Intent between the Ministry of the Environment (MOE), Japan and the EBRD on contribution of ¥ 150,000,000 from the FY2024 supplementary budget, and establishment of a fund to promote JCM.
Prior to this signing, MOE Japan and the EBRD had signed a Memorandum of Cooperation on climate change and other areas of environmental protection, in November 2024 on the occasion of the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC). Based on this Letter of Intent, MOE Japan will cooperate with the EBRD and stakeholders in Japan in forming JCM projects in countries of Eastern Europe and Central Asia and other regions, to promote reduction of global greenhouse gas emissions and realize a decarbonization society.
