Signing of Memorandum of Cooperation on Environment with Ministry of Environment and Climate Change of the Federative Republic of Brazil

1.On March 25, 2025, ASAO Keiichiro, Minister of the Environment of Japan, held a bilateral meeting with H.E. Ms. Marina Silva, Minister of Environment and Climate Change of the Federative Republic of Brazil, and signed a Memorandum of Cooperation (MOC) on Environment between the Ministry of the Environment of Japan and the Ministry of Environment and Climate Change of the Federative Republic of Brazil. 

2. During the meeting, both Ministers discussed cooperation toward the success of COP30, scheduled to be held in Belém, Brazil in November 2025, as well as cooperation and information exchange in climate change and other environmental areas.

3. Based on the MOC, the Ministry of the Environment of Japan, plans to advance environmental cooperation with Brazil.

On March 25, 2025, ASAO Keiichiro, Minister of the Environment of Japan held a bilateral meeting with H.E. Ms. Marina Silva, Minister of Environment and Climate Change of the Federative Republic of Brazil, and signed a Memorandum of Cooperation (MOC) on Environment between the Ministry of the Environment of Japan and Ministry of Environment and Climate Change of the Federative Republic of Brazil.
 
In this meeting, Minister ASAO stated that this year marks the 130th anniversary of the establishment of diplomatic relations between Japan and Brazil and is also a significant year as COP30 on climate change will be held in Belém, Brazil; he emphasized that climate change, pollution, and biodiversity loss are three global crises and that it is essential for Japan and Brazil which share a strong sense of urgency to lead international efforts to address them; he further noted that Japan has expertise in various areas, including carbon credits such as the Joint Crediting Mechanism (JCM), blue carbon, and greenhouse gas monitoring via the Greenhouse Gases Observing Satellite “GOSAT” (nicknamed “Ibuki”), and that Japan will promote cooperation and information exchange in biodiversity as well.
 
Based on the MOC, the Ministry of the Environment of Japan plans to advance concrete environmental cooperation with the Ministry of Environment and Climate Change of the Federative Republic of Brazil.
