Result of the First Meeting of the Joint Committee of the Joint Crediting Mechanism (JCM) between Japan and Papua New Guinea

On March 21, 2025, the first meeting of the Joint Committee of the Joint Crediting Mechanism (JCM) between Japan and the Independent State of Papua New Guinea was held in Papua New Guinea.

■ Overview of the Joint Committee Meeting

The Joint Committee (JC) is established on the basis of a bilateral document of the JCM. The JC consists of representatives of Japan and a partner country and adopts the rules and guidelines of the JCM. It also approves methodologies, registers projects and notifies Japan and the partner country of the amount of JCM credits to be issued.
This was the first JC meeting between Japan and Papua New Guinea, where the JCM rules were adopted, and both countries exchanged information on the development of climate change policies, including the JCM, and efforts related to Article 6 of the Paris Agreement.

(3) Main Agenda and Summary of Results
[1]  Opening
The Co-Chair of the Joint Committee (JC) from the Japanese side, Mr. TAMAMITSU, Deputy Chief of Mission/ Counsellor, Embassy of Japan in PNG, expressed his gratitude to the Government of PNG and relevant officials from both countries for cooperation in organizing the meeting and emphasized the importance of continued collaboration between the two countries on the JCM. The PNG Co-Chair, Ms. Sungi, Acting Managing Director of the Climate Change and Development Authority, conveyed expectations for the JCM to support the achievement of PNG’s Nationally Determined Contribution (NDC).
[2] Organizational matters
The JC adopted the Rules of Procedures for the JC. 
[3] Rules and Guidelines
The JC adopted the rules and guidelines for implementing the JCM consistent with Article 6 of the Paris Agreement.
[4] Project Idea Note of a planned JCM project
Alongside the pressing challenges of climate change, the low electrification rate presents a notable social challenge in PNG. During its first meeting, the JC approved the Project Idea Note for “Introduction of advanced energy efficient transmission conductors for the Port Moresby transmission grid” that aims at reducing power losses during transmission. The Ministry of the Environment, Japan, plans to support part of the investment costs of the project through the Japan Fund for the JCM, which is contributed by the ministry to the Asian Development Bank (ADB), on the condition that Japan acquires JCM credits.
[5] Papua New Guinea and Japan Policy Dialogue on the JCM
After the JC meeting, both countries engaged in a constructive dialogue on the development of their respective countries’ climate change policies and exchanged their views. Furthermore, the Japanese side elaborated its financing programs for the JCM, the JCM Registry System, and the JCM Global Match.
 
Based on the adopted rules and guidelines, JCM projects can be implemented in PNG. These rules and the JC meeting report will be published on the JCM website (https://www.jcm.go.jp/) in due course.

■ About the JCM

The JCM aims to promote the diffusion of decarbonization technologies, products, systems, services, and infrastructure in partner countries. The mechanism is implemented consistently with Article 6 of the Paris Agreement while contributing to sustainable development in those countries. Through the mitigation actions implemented in partner countries, Japan's contributions to GHG emission reductions or removals are appropriately evaluated in a quantitative manner, and Japan uses JCM credits to achieve its NDC. The JCM contributes to the ultimate objective of the UNFCCC by facilitating global actions for GHG emission reductions or removals.
