Result of First Joint Committee of the Joint Crediting Mechanism (JCM) between Japan and Uzbekistan
On February 26, 2025, the first meeting of the Joint Committee of the Joint Crediting Mechanism (JCM)* between the Republic of Uzbekistan and Japan was held and on the following day, February 27, "Uzbekistan JCM Seminar" was organized to promote further dissemination of the JCM in Uzbekistan.
■ Overview of the Joint Committee Meeting and JCM Seminar
The Joint Committee is established on the basis of bilateral document of the JCM, and consists of representatives of Japan and of the partner country which adopts rules and guidelines of the JCM. It approves methodologies, registers projects and notifies Japan and the partner country of the amount of JCM credits to be issued. This was the first Joint Committee meeting between Uzbekistan and Japan, where JCM rules were adopted, and information was exchanged regarding JCM initiatives and Article 6 of the Paris Agreement. The JCM seminar was held on the following day aimed to disseminate information about the JCM framework to government agencies and private companies, and included presentations on project details from companies implementing JCM projects.

(3) Main Agenda and Summary of Results
[1] Opening
At the beginning of the meeting, Mr. HARADA Kazuya, Counsellor, Embassy of Japan in the Republic of Uzbekistan expressed his gratitude to the Government of the Republic of Uzbekistan and other relevant parties from both countries for all cooperation in organizing the Joint Committee and emphasized the importance of ongoing cooperation between the two countries regarding the JCM. In response, Mr. Shokhzod Islamov, Director of Green Economy Development Department, Ministry of Economy and Finance of the Republic of Uzbekistan conveyed strong expectations for the JCM to support the achievement of Uzbekistan’s Nationally Determined Contribution (NDC).
[2] Organizational matters
The Rules of Procedures for the Joint Committee were adopted and Co-Chairs were appointed.
[3] Rules and Guidelines
The Joint Committee adopted the rules and guidelines for implementing the JCM consistent with Article 6 of the Paris Agreement.
[4] Uzbekistan and Japan Policy Dialogue on the JCM
There were presentations on the Japanese government's financing programmes for the JCM, JCM Global Match, the JCM Registry System, and policy trends regarding carbon trading in Uzbekistan, and there was an exchange of opinions.
Moving forward, JCM projects in Uzbekistan can be implemented based on the adopted rules and guidelines. These rules and the meeting report will be published on the JCM website (https://www.jcm.go.jp/) in due course.

(4) Summary of Results
The Uzbekistan government provided an overview of climate change measures in Uzbekistan, while Japanese government officials presented the latest developments on the JCM and government support projects. Additionally, Japanese companies introduced projects related to wind power generation being conducted in Uzbekistan as the JCM feasibility study, as well as potential initiatives in Uzbekistan related to agricultural solar power generation and district heating. The Q&A session facilitated meaningful discussions regarding the processes for advancing JCM project formation.
* The JCM aims to promote diffusion of leading decarbonization technologies, products, systems, services, and infrastructure in partner countries, consistent with Article 6 of the Paris Agreement, while also contributing to sustainable development in those countries. Through the mitigation actions implemented in partner countries, it appropriately evaluates Japan's contributions to GHG emission reductions or removals in a quantitative manner and Japan uses them to achieve its NDC. The JCM contributes to the ultimate objective of the UNFCCC by facilitating global actions for GHG emission reductions or removals.
