Results of the 2nd Philippines-Japan Environment Week and Environmental Policy Dialogue
1. From January 13 to 15, 2025, the 2nd Philippines-Japan Environment Week, was co-organized in Manila, Republic of the Philippines, with the Department of Environment and Natural Resources (DENR) of the Philippines, in which a series of events were integrally held including Environmental Policy Dialogue, thematic seminars, and business pitches. H.E. Ms. Maria Antonia Yulo Loyzaga, Secretary of DENR and KOBAYASHI Fumiaki, State Minister of the Environment of Japan, and approximately 500 people participated in person and approximately 600 people online to discuss environmental technologies, creation of business opportunities, and other environmental themes.
2. The Philippines-Japan Environmental Policy Dialogue, was convened for the first time under the “Memorandum of Cooperation (MOC) between the Ministry of the Environment of Japan and the Department of Environment and Natural Resources of the Republic of the Philippines in the Field of Environmental Protection,” where OGAWA Masako, Deputy Director General, Global Environment Bureau, Ministry of the Environment (MOE), Japan, Atty. Jonas R. Leones, Undersecretary for Policy, Planning and International Affairs, DENR, and other officials attended to discuss environmental cooperation based on the MOC.
2. The Philippines-Japan Environmental Policy Dialogue, was convened for the first time under the “Memorandum of Cooperation (MOC) between the Ministry of the Environment of Japan and the Department of Environment and Natural Resources of the Republic of the Philippines in the Field of Environmental Protection,” where OGAWA Masako, Deputy Director General, Global Environment Bureau, Ministry of the Environment (MOE), Japan, Atty. (4) Main Discussions:
The First Philippines-Japan Environmental Policy Dialogue based on the Memorandum of Cooperation (MOC) was held to exchange views widely on efforts and possible future cooperation of the two ministries, such as climate change mitigation and adaptation, waste management including plastic pollution and e-waste, and biodiversity conservation. The parties agreed to address urgent environmental issues through mutual cooperation. In addition, a joint press release on the First Philippines-Japan Environmental Policy Dialogue was issued (Attachment).

(5) Outline of the Environmental Week:
From January 13 to 15, 2025, the 2nd Philippines-Japan Environmental Week was held in Manila, the Philippines, with the Department of Environment and Natural Resources (DENR) of the Philippines, with the aim of creating business opportunities and collaboration in the environmental field between Japan and the Philippines, with approximately 500 participants in person and approximately 600 participants online. During the Environment Week, KOBAYASHI Fumiaki, State Minister of the Environment of Japan, held a bilateral meeting with H.E. Ms. Maria Antonia Yulo Loyzaga, Secretary of DENR of the Philippines on January 14, and confirmed the direction of future cooperation between Japan and the Philippines.
(6) Results of sessions and other events:
The opening session of the Environment Week featured opening remarks by H.E. Ms. Maria Antonia Yulo Loyzaga, Secretary of DENR of the Philippines and KOBAYASHI Fumiaki, State Minister of the Environment of Japan, and welcome remarks by H.E. Mr. ENDO Kazuya, Ambassador Extraordinary and Plenipotentiary of Japan to the Philippines, Consul Enunina V. Mangio, President of Philippine Chamber of Commerce and Industry (PCCI), and Mr. SHIMODA Shigeru, Vice President of Japanese Chamber of Commerce & Industry in the Philippines, Inc. (JCCIPI). They expressed high expectations for cooperation and development through business in the environmental field between the two countries.
In the plenary session, keynote speeches and panel discussions were made on the theme of “Collaboration Opportunities toward Climate-Resilient and Sustainable Philippines,” and seminars and business pitches were integrally held, focused on individual issues such as environmental finance, air quality management, water environment improvement, climate change mitigation, Joint Crediting Mechanism (JCM), electrical and electronic equipment waste, circular economy and waste management, climate change adaptation, and CEFIA Microgrid Initiative (*in collaboration with the Ministry of Economy, Trade and Industry of Japan) to deepen discussions on specific technologies, roles and cooperation of the two countries for solving issues among public and private sector stakeholders from both countries.
In addition, “Workshop on Corporate-Level GHG Accounting and Reporting” and “Circular Design for Sustainable Packaging based on the Extended Producer Responsibility (EPR) Law in the Philippines” (*in collaboration with the ASEAN-Japan Centre) were also held as side events.
At the venue, 25 companies and organizations from Japan and the Philippines exhibited booths and explained their technologies to visitors in order to create business opportunities in the environmental field.
