Publication of “Article 6 Implementation Status Report” by the Paris Agreement Article 6 Implementation Partnership Center
The Paris Agreement Article 6 Implementation Partnership (A6IP) Center, based in the Institute for Global Environmental Strategies (IGES), is launching the "Paris Agreement Article 6 Implementation Status Report (1st edition)." The report aims to capture a snapshot of the current status of implementation of Article 6 of the Paris Agreement (A6), which allows for greenhouse gas emission reduction and other mitigation measures be implemented through international cooperation among countries. The report describes the implementation status and challenges of A6 across the globe.
The A6IP Center will announce an overview of the report at an event in the Japan Pavilion at the UN Climate Change Conference (COP29), currently being held in the Republic of Azerbaijan.

1. "Paris Agreement Article 6 Implementation Status Report" (1st edition)
To grasp the trend of the implementation of A6, which allows for greenhouse gas emission reduction and other mitigation measures being implemented through international cooperation, the A6IP Center prepared a report based on the results of primary data collection as well as publicly available data (this is the first time to compile and publish the report from the Center).
The main highlights of this report are as follows:
We hope that this report will visualize the implementation status of A6 and promote understanding and awareness. In addition, we plan to continue to monitor the situation, update the information as necessary, and widely disseminate this report so that it can be used to promote implementation in various fields.

The main highlights of this report are as follows:
- Many countries are in the preparation or consideration stage of implementing A6, while some are actively implementing.
- Many countries find the need to deepen their understanding of A6, create national strategies, formulate policy frameworks, and develop procedures and systems, and are working towards implementation.
- In addition, there is a growing awareness of the importance of promoting the planning and implementation of specific emission reduction and removal on projects in the implementation of A6.
We hope that this report will visualize the implementation status of A6 and promote understanding and awareness. In addition, we plan to continue to monitor the situation, update the information as necessary, and widely disseminate this report so that it can be used to promote implementation in various fields.

2. COP29 Japan Pavilion-related event "For the Enhancement of Implementation of A6 through Synergy of Capacity Building & Private Investment"

■Summary: This seminar will bring together representatives of partner countries and organizations of A6IP, which was launched by Japan, and will confirm the need to develop more capacity building and strengthen further cooperation with the private sector and various initiatives, toward high integrity carbon markets. In addition, an overview of the "Paris Agreement Article 6 Implementation Status Report" will also be presented.

3. Article 6, A6IP and A6IP Center
(1) The Paris Agreement requires Parties to prepare Nationally Determined Contributions (NDCs) to the global response to climate change. In order to effectively reduce and remove greenhouse gas emissions globally, the Paris Agreement also stipulates the cooperative approach that allows the transfer of mitigation outcomes generated from emission reductions or removals implemented in a cooperative manner.

(2) The implementation of A6 is expected to stimulate decarbonization markets and private investment, thereby contributing to sustainable development and facilitating further GHG emission reductions. However, the establishment of institutional arrangements among countries and knowledge sharing poses ongoing challenges to the effective implementation of A6.
(3) Against this backdrop, during COP27 in 2022, the Ministry of the Environment (MOE), Japan launched A6IP to support capacity building on A6. Furthermore, following the decision of the G7 Ministers' Meeting on Climate, Energy and Environment in Sapporo in April 2023, the A6IP Center, funded by MOE, Japan, was established at IGES serving as the secretariat to promote A6IP’s activities. As of September 2024, A6IP has participation from 81 countries and over 170 organizations and companies.
(4) Given the varying institutional frameworks required for implementing “authorization,” “reporting” and “tracking” under A6 in different countries, tailored support corresponding to each country's level of readiness is essential. The A6IP Center takes the lead in providing customized support packages to individual participating countries, in disseminating information on A6 implementation and capacity-building support, and in organizing a management meeting of the partnership (“advisory group meeting”) every year, plenary meetings, thematic working groups, and other activities of A6IP.
