The 1st Article 6 Expert Training under the Paris Agreement Article 6 Implementation Partnership
1. The Paris Agreement Article 6 Implementation Partnership Center (the A6IP Center) held the 1st Expert Training under the Paris Agreement Article 6 Implementation Partnership (A6IP*) from September 25 to 27, 2024, in Hayama Town, Kanagawa Prefecture.
* A6IP is the cooperation framework that broadens the approach under Article 6 of the Paris Agreement, which stipulates that emission reductions and removals should be implemented cooperatively among countries. The A6IP Center is the secretariat office for A6IP which was launched by the Ministry of the Environment (MOE), Japan in cooperation with other countries and organizations, and established at the Institute for Global Environmental Strategies (IGES).
2. From 20 countries, 22 practitioners involved in Article 6 of the Paris Agreement participated in the training, shared experiences and discussed how to further implement cooperation under Article 6, together with practitioners at the A6IP Center, international and other organizations, about (i) the mechanism of Article 6, (ii) reference cases and issues in each country, and (iii) climate change mitigation to Nationally Determined Contributions (NDCs), which are GHG emission reduction targets, using Article 6.
3. MOE Japan will continue to encourage countries and organizations to engage with A6IP, and through the A6IP Center, will continue to provide tailored and effective capacity-building support to individual countries.

2.Training Overview
Lectures on the following themes were made by the A6IP Center, international and other organizations, and then discussed in the form of exercises to deepen understanding and to provide an opportunity to consider measures to be taken in each country.
⚫ Overview of Article 6 of the Paris Agreement and the advantages of utilizing Article 6
⚫ Procedures for “Authorization,” “Tracking and Recording” and “Reporting” of Internationally Transferred Mitigation Outcomes (ITMOs)” based on the cooperative approach under Article 6.2 of the Paris Agreement
⚫ Building readiness for the crediting mechanism under Article 6.4 of the Paris Agreement
⚫ Article 6 of the Paris Agreement and the use for Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)
3.Article 6, A6IP and A6IP Center
(1) The Paris Agreement requires Parties to prepare Nationally Determined Contributions (NDCs) to the global response to climate change. In order to effectively reduce and remove greenhouse gas emissions globally, the Paris Agreement also stipulates the cooperative approach that allows the transfer of mitigation outcomes generated from emission reductions or removals implemented in a cooperative manner.

(2) The implementation of Article 6 is expected to stimulate decarbonization markets and private investment, thereby contributing to sustainable development and facilitating further GHG emission reductions. However, the establishment of institutional arrangements among countries and knowledge sharing poses ongoing challenges to the effective implementation of Article 6.
(3) Against this backdrop, during COP27 in 2022, the Ministry of the Environment (MOE), Japan, launched the Paris Agreement Article 6 Implementation Partnership (A6IP) to support capacity building on Article 6 of the Paris Agreement. Furthermore, following the decision of the G7 Ministers' Meeting on Climate, Energy and Environment in Sapporo in April 2023, the A6IP Center, funded by MOE, Japan, was established at IGES serving as the secretariat to promote A6IP’s activities. As of September 2024, A6IP has participation from 81 countries and over 170 organizations and companies.
(4) Given the varying institutional frameworks required for implementing “authorization,” “reporting” and “tracking” under Article 6 in different countries, tailored support corresponding to each country's level of readiness is essential. The A6IP Center takes the lead in providing customized support packages to individual participating countries, in disseminating information on Article 6 implementation and capacity-building support, and in organizing a management meeting of the partnership (“advisory group meeting”) every year, plenary meetings, thematic working groups, and other activities of A6IP.
