Results of the 26th Meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA 26) and the 4th Meeting of the Subsidiary Body on Implementation (SBI 4) of the Convention on Biological Diversity
・ The 26th meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA 26) of the Convention on Biological Diversity (CBD) was held at the United Nations Office at Nairobi (UNON) in Nairobi, the Republic of Kenya, from May 13 to 18, 2024. In this meeting, discussions were made on the indicators of the monitoring framework to evaluate the progress of each of the goals and targets of the Kunming-Montreal Global Biodiversity Framework (GBF) adopted at the second part of the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) held in December 2022, as well as other matters such as scientific and technical needs to support the implementation of GBF, marine and coastal biodiversity toward the implementation of GBF and other matters.

・ The 4th meeting of the Subsidiary Body on Implementation (SBI 4) of CBD was held from May 21 to 29, 2024. discussions were made on the matters such as the mechanisms for planning, monitoring, reporting and review, resource mobilization and financial mechanism, and other matters on GBF. On the draft decisions of the Conference of the Parties (COP) prepared by SBSTTA 26 and SBI 4, further discussions will be made in the 16th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP16) which will be held in Cali, Colombia in October and November of 2024.

・ Furthermore, the Ministry of the Environment (MOE), Japan, co-hosted side events on the revisions of the National Biodiversity Strategies and Action Plans (NBSAPs), the application of landscape approaches and other matters with the Secretariat of the Convention on Biological Diversity (SCBD), United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS), other international organizations and partners in the period of SBSTTA 26 and SBI 4. Additionally, by giving presentations in other four side events, it disseminated Japan’s initiatives related to implementation of GBF.

● Landscape approaches to assessing multi-stakeholder contributions to the Kunming-Montreal Global Biodiversity Framework

(4) Outline: Based on the cases of the application of landscape approaches, the side event was aiming at seeking for methodologies to assess the landscape-level initiatives and to engage policymaking and implementation. In the event, along with sharing of cases from various standpoints including by governments, international organizations, youths, women and the Indigenous Peoples and Local Communities (IPLCs), discussions were made including the participants. UNU-IAS introduced the upcoming publication of the “Business and Biodiversity: Reciprocal Connections in the Context of Socio-ecological Production Landscapes and Seascapes (SEPLS)” of the Satoyama Initiatives Thematic Review Series. The Government of Japan introduced its NBSAP including the application of landscape approaches, which have significance in the involvement of diverse stakeholders and their practical examples, and challenges upon specifying the stakeholders in the targeted landscapes.

● Lessons learned from National Biodiversity Strategy and Action Plan (NBSAP) updating

(4) Outline: In the decision on the review mechanisms adopted at COP15 (CBD/COP/15/6), the CBD Parties are requested to revise or update their NBSAPs by COP16 or set national goals in line with the GBF. On the other hand, according to the meeting document prepared for the agenda item 2 of SBI 4, there are only eight Parties that have completed the revision of their NBSAPs. In order to promote the revision of NBSAPs, NBSAP regional dialogues have been organized by the SCBD. Among these, MOE Japan and UNU-IAS co-hosted the NBSAP Dialogue for South and East Asia in January 2024. Taking these efforts into account and aiming at increasing momentum for revision of NBSAPs, the side event was held for the purpose of sharing the lessons learned from NBSAP regional dialogues and revision of NBSAPs.
With regard to the lessons learned from participation in the NBSAP regional dialogues, panelists from the Kingdom of Bhutan, Cook Islands, the Kingdom of Thailand, the Kingdom of Jordan and Barbados shared their situations and lessons learned. Furthermore, the representatives from France, the People’s Republic of China and Japan shared their lessons learned from the revision of the NBSAPs, including making national targets consistent with GBF targets and enhancing the accountability to identify and monitor the progress of the actions and measures.
