Tokyo Meeting on Cooperation toward the 2nd Global Stocktake between ASEAN and Japan
１．On August 27 and 28, the Ministry of the Environment of Japan held the “Tokyo Meeting on Cooperation toward the 2nd Global Stocktake between ASEAN and Japan,” with participation from Japan, ASEAN Member States, international organizations and research institutes.
２．At the meeting, the name of the ASEAN-Japan cooperation project aimed at simultaneously achieving decarbonization and addressing socioeconomic challenges was decided as “CAMPUR.” Participants presented their best practices and discussed the content of the interim report to be presented at COP31.

■ Background and Overview
The “Strategic Program for ASEAN Climate and Environment (SPACE),” updated in the Third ASEAN-Japan Ministerial Dialogue for Environment and Climate Change in September 2025, specifies that in preparation for the second Global Stocktake (GST)*, an “ASEAN-Japan GST Report” will be prepared and reflected in the COP negotiations.
*Global Stocktake (GST): An international framework established under the Paris Agreement to periodically assess global progress on greenhouse gas reductions and climate action. The first GST adopted its outcome document at the 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change, held in 2023. The second GST is scheduled to begin its process at COP31 in 2026 and adopt an outcome document at COP33 in 2028.
In response, the Ministry of the Environment of Japan is working with ASEAN Member States to prepare the “ASEAN-Japan GST Report,” including by hosting a ministerial-level event on Japan-ASEAN GST cooperation at COP30 in 2025. The report is intended to outline the direction of policies and measures aimed at simultaneously achieving decarbonization and addressing socioeconomic challenges.
As part of these efforts, the Ministry of the Environment of Japan held the “Tokyo Meeting on Cooperation toward the 2nd Global Stocktake between ASEAN and Japan” on August 27 and 28, 2026.
Representatives from Japan, ASEAN Member States (Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand, and Vietnam), ASEAN Secretariat (ASEC), ASEAN Centre for Energy (ACE), Economic Research Institute for ASEAN and East Asia (ERIA), National Institute for Environmental Studies (NIES), and Institute for Global Environmental Strategies (IGES) were participated in the meeting (including online participation).
At the meeting, the project name for report preparation was decided as “Climate Action for Mutual Prosperity Under Regional cooperation (CAMPUR).” Furthermore, participants presented their best practices and discussed a draft annotated outline for the interim report. They agreed to finalize the interim report for its presentation at COP31, scheduled to be held in November 2026.
