Advisory Group Meeting of the Paris Agreement Article 6 Implementation Partnership

1. The first Advisory Group Meeting of the Paris Agreement Article 6 Implementation Partnership (A6IP) took place on March 7 and 8, 2024, in Kanagawa Prefecture, Japan.
 
2. Forty-eight participants with 23 joining remotely, representing diverse geographical regions and primarily consisting of Article 6 practitioners, shared and discussed several key agenda items. These included (1) A6IP's initiatives and action plans, (2) the status of Article 6 implementation and capacity building of countries and organizations, and (3) cooperation and strategies to accelerate the implementation of Article 6.
 
3.In pursuit of global reductions to meet the 1.5-degree target outlined in the Paris Agreement, utilizing Article 6's market mechanism, the Ministry of the Environment of Japan will encourage countries and organizations to engage with the A6IP. Through collaborative efforts with international bodies such as the UNFCCC Secretariat and the World Bank, the A6IP Center will provide tailored capacity-building support to individual countries. This support will be provided in accordance with the specific needs of each country through the Article 6 Implementation Support Package launched during COP28.

2.Summary of the Discussion

(1) Session 1: Introduction of A6IP
The A6IP Center provided an overview of the establishment of the Partnership, the purpose of the A6IP Advisory Group meeting, and the progress in the development of the Article 6 Implementation Support Package. 
 
(2) Session 2: A6 Implementation and Capacity Building
International organizations providing capacity-building support for Article 6 implementation, as well as countries in the process of establishing domestic frameworks for Article 6 implementation, shared the status of Article 6 implementation, ongoing capacity-building efforts, best practices, and anticipated post-2024 activities.
 
(3) Session 3: Capacity building for Article 6.2 Cooperative Approach Guidance
After the A6IP Center presented the participation requirements necessary to implement Article 6.2, including government authorization structure and reporting protocols, the World Bank and Germany presented examples of their respective support programs. In addition, the A6IP Center shared an example of the capacity building support they provided to Tunisia. 
 
(4) Session 4: Capacity building for the Article 6.4 mechanism
The A6IP Center outlined the prerequisites for the implementation of the Article 6.4 mechanism and discussed priority areas for capacity building cooperation. Furthermore, insights from the UNFCCC Secretariat and a Senegalese expert were provided regarding prospects for future cooperation. 
 
(5) Session 5: Towards high integrity carbon markets and the next NDC
The A6IP Center explained the importance of ensuring supply-side, demand-side, and market integrity to realize high integrity carbon markets in practice. It also explained how Article 6 aligns with the NDC's ambitions. It was announced that a series of efforts towards high-integrity carbon markets will contribute to raising the ambition of the next NDC.

3.Establishment of the A6IP and its Center and their activities

(1) The implementation of Article 6 is expected to stimulate decarbonization markets and private investment, thereby contributing to sustainable development and facilitating further GHG emission reductions. However, the establishment of institutional arrangements among countries and knowledge sharing poses ongoing challenges to the effective implementation of Article 6.
 
(2) Against this backdrop, during COP27 in 2022, the Ministry of the Environment of Japan launched the Paris Agreement Article 6 Implementation Partnership (A6IP) to support capacity building on Article 6 of the Paris Agreement. Furthermore, following the decision of the Ministers' Meeting on Climate, Energy and Environment in Sapporo in April 2023, the Paris Agreement Article 6 Implementation Partnership Center (A6IP Center) was established at the Institute for Global Environmental Strategies (IGES) serving as the secretariat to promote the Partnership’s activities.
 
(3) As of March 2024, the Partnership has participation from 76 countries and over 100 institutions and companies. Since February last year, the Center has actively formed and collaborated with thematic working groups focusing on authorization, reporting, and registries, which are crucial elements for Article 6 implementation to facilitate the exchange of best practices.

4.About the Article 6 Implementation Support Package

(1) Overview
Given the varying institutional frameworks required for implementing Article 6 in different countries, tailored support corresponding to each country's level of readiness is essential. The A6IP Center will take the lead in providing customized support packages to individual participating countries, using tools based on their specific support needs.
 
(2) Contents of the Package
Strategy development: Support to promote understanding of Article 6, including its objectives, benefits, and contribution to NDC
Authorization: Support in establishing procedures, for government recognition of credits
Reporting: Support for preparation of initial, annual, and regular reports on Article 6 implementation
Tracking: Assistance in utilizing records and registers for emission reduction credits
Project initiation: Support for projects subject to Article 6
Methodology development: Guidance in identifying and calculating emission reductions
