Outcome of Japan-Brazil Technical Meeting on Blue Carbon

 1.  On June 29, 2026, the Ministry of the Environment of Japan, and the Ministry of Environment and Climate Change and the Ministry of Fisheries and Aquaculture of the Federative Republic of Brazil held “Japan-Brazil Technical Meeting on Blue Carbon” online. This meeting marks the first policy dialogue in a specific area under the Memorandum of Cooperation (MOC) on Environment, which was signed between the Ministry of the Environment of Japan and the Ministry of Environment and Climate Change of Brazil in March 2025. 

2.  Regarding blue carbon, which is included in the areas of cooperation under the MOC, both countries have agreed to promote cooperation and exchange of views. At COP30, held in Belém, Brazil, in November 2025, senior officials from Ministry of Fisheries and Aquaculture of Brazil made presentations at the side event hosted by the Japanese Government, further deepening the cooperation between the two countries.  

3.  At the technical meeting, building on the progress made in this cooperation, Japan introduced its policies on blue carbon, and methodologies for reflection in GHG inventory and quantification, while Brazil introduced its policies and initiatives related to mangrove conservation and seaweed cultivation, offering an opportunity for both sides to share their insights.  

4.  At this meeting, OGAWA Masako, Deputy Director-General, Global Environment Bureau, Ministry of the Environment of Japan, and Ms. Ana Paula Leite Prates, Director, Department of Ocean and Coastal Management, Ministry of Environment and Climate Change of Brazil, delivered opening remarks. At the closing, Ms. Fernanda Gomes de Paula, National Secretary of Aquaculture, Ministry of Fisheries and Aquaculture of Brazil, delivered closing remarks.

■ Outline of Discussions

    In addition to government officials, experts from both sides and representatives from private companies exchanged views on methodologies for quantification of blue carbon, its reflection in GHG inventory, and assessment of the carbon sequestration amount through seaweed cultivation. They also discussed institutional design of blue carbon credits, and possibilities for future cooperation between Japan and Brazil. Furthermore, both sides shared a recognition on the joint development of scientific evidence based assessment methods, and promotion of climate action and coastal ecosystem conservation utilizing blue carbon.
