Pre-COP28 of the UNFCCC

Pre-COP28 of the UNFCCC was held in Abu Dhabi, the United Arab Emirates (UAE), on October 30 and 31, 2023. ASAHI Kentaro, Parliamentary Vice-Minister of the Environment of Japan, and other delegates from Japan participated in the meeting

  Delegates from more than 80 countries including more than 60 ministers attended the meeting. H.E. Dr. Sultan Al Jaber, Special Envoy for Climate Change, Minister of Industry and Advanced Technology of the UAE, served as the Chair. From Japan, ASAHI Kentaro, Parliamentary Vice-Minister of the Environment, and delegates from the Ministry of Foreign Affairs and the Ministry of Economy, Trade and Industry participated in the meeting.

2. Overview

 After keynote speeches were delivered, discussions were made concerning the pathway toward 2030, mitigation, adaptation, means of implementation, funding arrangements for loss and damage, and the global stocktake (GST). Positive engagement and encouraging progress were seen on each agenda essential for the success of COP28. Pre-COP28 was a significant occasion indicating that it's time for decisive action.
 Delegates including ministers of each country had a rich exchange of views over two days on many issues that will be key for the success of COP28 (GST, mitigation, adaptation, climate finance, etc.).
 From Japan, Parliamentary Vice-Minister ASAHI stated that the Paris Agreement has been a key driving force to promote climate actions globally; Japan has steadily proceeded with emission reductions but the world is not on track to the 1.5-degree goal; and now is the time to accelerate climate actions through a successful outcome of GST. He also pointed out the need to peak global GHG emissions by 2025 at the latest; to develop economy-wide, absolute emission reduction targets covering all GHGs, consistent with the 1.5-degree goal; and to aim for the full operationalization of Article 6 at COP28 to promote climate finance mobilization.
 After the meeting, a letter with a message to each country was issued by the Chair.
