Outcome of the 21st Meeting of the Article 6.4 Supervisory Body
1. The 21st meeting of the Article 6.4 Supervisory Body was held in Bonn, Federal Republic of Germany, from May 18 to 21, 2026. From Japan, TAKAHASHI Kentaro, Deputy Director, Office for the Joint Crediting Mechanism and International Carbon Market, Ministry of the Environment, Japan, attended the meeting as an alternate member of Asia and Pacific Group.
2. The Supervisory Body adopted the “Methodological tool: Analysis of lock-in risk” to calculate emission reduction amount and the “Methodological tool: Fraction of non-renewable biomass.” It also adopted the “Mechanism methodology: N2O abatement from nitric acid production.”
3. Moreover, it agreed to accredit the three new entities as Designated Operational Entities (DOEs), for validation, verification and certification functions of greenhouse gas emission reductions.
4. Japan will actively contribute to the negotiations on Article 6 of the Paris Agreement. Drawing on its experience in implementing over 300 projects that contribute to decarbonization under the Joint Crediting Mechanism (JCM) pursuant to Article 6.2 of the Paris Agreement, it will also contribute to the development of rules under Article 6.4 (UN-administered) of the Paris Agreement, thereby contributing to the swift implementation of Article 6 as a whole. Moreover, it will work to expand and accelerate JCM projects, taking into account the outcome of this meeting of the Supervisory Body.

1. Methodologies and Tools
The following Tools and Methodologies were adopted:
● Methodological tool: Analysis of lock-in risk
This methodological tool provides a stepwise approach for conducting a lock-in risk analysis for activities under the Article 6.4 mechanism to demonstrate that the implementation of the proposed project will not lead to the locking in levels of carbon-intensive technologies.
● Methodological tool: Fraction of non-renewable biomass
This methodological tool provides default values for the fraction of non-renewable biomass.
● Mechanism methodology: N2O abatement from nitric acid production*1

2. Accreditation of Designated Operational Entities (DOEs)
Under the Article 6.4 mechanism, the three new entities have been accredited as DOEs, for validation, verification and certification functions*2 of greenhouse gas emission reductions.
