Announcement of the “Assistance Package to Promote Investments for Global Actions Toward the Achievement of the Paris Agreement Goals”

 Given the need for rapid and substantial emissions reduction to achieve the 1.5°C target, the Government of Japan announces "Japan’s Assistance Package to Promote Investments for Global Actions Toward the Achievement of the Paris Agreement Goals.”

 This aims to resolve the three gaps, namely the "ambition gap," "adaptation gap," and "implementation gap," by establishing a foundation to promote investments for decarbonization and adaptation, and to bring emissions "on track." It also advances the Asia Zero Emission Community (AZEC) concept.

 In this decisive decade toward achieving the 1.5°C target, Japan will do its utmost to support countries around the world in moving forward to raise their ambitions and take actions through this assistance package.

■ Background

 While the world needs to unite toward the achievement of the Paris Agreement Goals, three gaps exist including the “ambition gap” where the sum of all emissions reduction targets do not reach the 1.5°C target, "adaptation gap" where adaptation measures are not keeping pace with increasing climate risks, and “implementation gap” where investments are not enough to implement plans.
 The Government of Japan announces “Japan’s Assistance Package to Promote Investments for Global Actions Toward the Achievement of the Paris Agreement Goals” to resolve the three gaps, including by supporting the world in stepping up the ambition and bringing global emissions on track to meet the 1.5°C target.
 We will continue to support global climate actions toward the achievement of the 1.5°C target.

■ Activities Included in the Package

(1) Closing the "ambition gap" by providing support to help countries raise their ambitions
Support to set net-zero-aligned goals
Support the development of net-zero targets using a simulation model (Asian-Pacific Integrated Model: AIM)
Realization of decarbonization domino-effect through city-to-city collaboration
Human resource development for climate change
Concurrent support for ASEAN countries in developing roadmaps to achieve net-zero
Support to build a basis for goal-setting
Workshop on Greenhouse Gas Inventories in Asia 
Support to compile inventories of hydrofluorocarbon (HFC) emissions in developing countries including those in Asia
Support for emissions estimation technology using GOSAT (*1)
Partnership to Strengthen Transparency for co-Innovation (PaSTI)
Paris Agreement Article 6 Implementation Partnership toward high-integrity carbon markets
 
(2) Closing the "adaptation gap" by accelerating adaptation to outpace climate change (*2)
Public Private Partnership for the Development of Early Warning Systems in the Asia Pacific Region
Asia-Pacific Climate Change Adaptation Information Platform (AP-PLAT)
Forest-based disaster risk reductions (F-DRR) and Ecosystem-based Disaster Risk Reduction
SUBARU (SUstainable Business of Adaptation for Resilient Urban future) Initiative
Climate Change Adaptation Good Practices by Japanese Private Sector in Developing Countries
 
(3) Closing the "implementation gap" by promoting the expansion of private finance
 Expanding the Joint Crediting Mechanism (JCM) and strengthening cooperation with financial institutions
JCM to diffuse leading decarbonization technologies, products, systems, services, and infrastructure
Expanding the Fukuoka Method (semi-aerobic landfill structure) by utilizing the Africa Clean Cities Platform (ACCP), JICA Clean City Initiative (JCCI) and the JCM
Support to reduce fluorocarbon emissions through the JCM and the Initiative on Fluorocarbons Life Cycle Management (IFL) in Asia and developing countries
Strengthening partnerships with international development finance institutions to expand investments for climate change countermeasures
Promoting Energy Transition and Decarbonization in the ASEAN Region through Public-Private Partnerships through Cleaner Energy Future Initiative for ASEAN 
Promoting emissions reduction contributions to properly assess the contributions made by companies using decarbonization solutions
Asia GX Consortium
Co-benefits to solve developmental challenges and combat climate change
Support for countermeasures to address all greenhouse gases
Utilization of blue carbon as one of the new options for CO2 sinks
(Reiterated) Expanding the Fukuoka Method (semi-aerobic landfill structure) through the Africa Clean Cities Platform and by utilizing the JCM
Support for efforts to achieve both greenhouse gas emissions reduction and building of resilient and sustainable agriculture/food systems based on the "ASEAN-Japan MIDORI Cooperation Plan"
