Outcomes of the Joint Committee on Waste Treatment and the Joint Committee on Comprehensive Environmental Cooperation Package between the Ministry of the Environment, Japan, and the Coordinating Ministry for Maritime Affairs and Investment, Republic of Indonesia 

1.On July 18, 2023, the Ministry of the Environment (MOE), Japan, and the Coordinating Ministry for Maritime Affairs and Investment (CMMAI), Republic of Indonesia, held the 7th Joint Committee on Waste Treatment and the 1st Joint Committee on Comprehensive Environmental Cooperation Package, in Jakarta, the Republic of Indonesia.
At the Joint Committee, both sides reported on progress made in cooperative activities concerning waste management, marine plastic debris management, mangrove management, and climate change, and confirmed that they would continue cooperation in the future.
 
2.On July 20, 2023, also in Jakarta, MOE Japan, and the Ministry of Environment and Forestry of the Republic of Indonesia held the 1st Technical Dialogue based on the Memorandum on Environmental Cooperation (MoC) between the two ministries.
In the Technical Dialogue, both sides reported on progress made in cooperative activities based on the MoC, exchanged opinions, and discussed the direction of future cooperation.
 
3.   In addition, the Japanese participants held separate talks with H.E. Mr. Luhut, Coordinating Minister for Maritime Affairs and Investment, and the Ministry of Energy and Mineral Resources (MEMR) of the Republic of Indonesia.

■ Joint Committee on Waste Treatment and Joint Committee of Comprehensive Environmental Cooperation Package

[Background]

MOE Japan, and CMMAI, Republic of Indonesia, held the 7th Joint Committee on Waste Treatment, which has been held continuously since 2017, and the 1st Joint Committee based on the Japan-Indonesia Comprehensive Environmental Cooperation Package, which was agreed upon and signed on the occasion of the G20 Environment and Climate Ministerial Meeting in August 2022.

[Major discussion outcomes]

The participants comprehensively looked back on the cooperative activities carried out thus far between Japan and Indonesia, and confirmed that they would continue cooperation in the future, taking into account the progress in cooperative activities concerning waste management, marine plastic pollution, and mangrove management.

The following is an outline of the discussion in each area.
(1)      Waste management
Indonesia reported on trends in Waste-to-Energy and Waste Treatment, such as refuse derived fuel (RDF), and on progress made in and challenges facing the program based on Presidential Regulation No. 35/2018 for acceleration of Waste-to-Energy in 12 cities including West Java province.
Japan explained the Circular Economy and Resource Efficiency Principles (CEREP), which were adopted at the G7 Ministers' Meeting on Climate, Energy and Environment held in April 2023 in Sapporo, and endorsed in G7 Hiroshima Summit.
Both sides agreed to continue their cooperative relationship under the working group of the Joint Committee on Waste Treatment.
 
(2)      Marine plastic pollution
Japan reported on progress made in cooperation in marine plastic debris monitoring and the Intergovernmental Negotiation Committee (INC) to develop an international legally binding instrument (treaty) on plastic pollution. Both sides agreed to continue discussion.
 
(3)      Mangrove management
Japan presented the results of training and introduced a pilot project for reducing marine debris in the mangrove areas. Japan also shared the outcome and progress of JICA’s cooperation in mangrove conservation activities in Indonesia. Following this, Indonesia explained the progress in the national project for mangrove restoration. Both sides confirmed the details of future cooperation.
 
(4)      Other matters
Both sides exchanged opinions on initiatives related to plastic debris and carbon pricing in Indonesia.
 
This year marks the 50th Year of ASEAN-Japan Friendship and Cooperation. Accordingly, Japan called on Indonesia for support in the ASEAN-Japan Ministerial Dialogue on Environment and Climate Change and the ASEAN-Japan Environment Week to be held in August 2023, and Indonesia agreed on cooperation.

■ Technical Dialogue

[Background]

MOE Japan, and the Ministry of Environment and Forestry of the Republic of Indonesia concluded a Memorandum of Cooperation on Environmental Cooperation in 2012, and further concluded a new Memorandum of Cooperation in 2022 to deepen the cooperation between the two countries. Both ministries held the first technical dialogue based on the new Memorandum of Cooperation to hold discussion and manage progress concerning cooperative activities in individual areas.

The participants looked back on the cooperative activities carried out thus far between Japan and Indonesia, and exchanged opinions on specific policies and cooperative activities in individual areas of cooperation, such as solid waste management, hazardous waste management, hazardous substances management, and climate change.
The following is an outline of the discussion in each area.
 
(1) Pollution control
Both sides exchanged opinions on the Water Environment Partnership in Asia (WEPA) and the initiatives for collaboration among cities in relation to water quality improvement for the Citarum River. They confirmed that they would continue discussion concerning cooperation and collaboration toward water environment improvement in Indonesia.
 
(2) Marine pollution control
Both sides shared information on plastic debris monitoring methods and data management, and confirmed that they would continue to share technical knowledge.

(3) Climate change
Japan introduced the activities under Workshop on Greenhouse Gas Inventories in Asia (WGIA), the Partnership to Strengthen Transparency for Co-Innovation (PaSTI), and the Asia-Pacific Integrated Model (AIM). Both sides confirmed that they would continue discussion on the possibility of collaboration in the future.
Japan also introduced the initiative toward the introduction of early warning systems.
 
(4) Hazardous substances management
Both sides confirmed that Japan would continue to provide cooperation to Indonesia in mercury management, such as supporting the National Action Plan on Mercury Management.
 
(5) Solid waste and hazardous waste management
Both sides agreed to share information with a view to fostering cooperation for proper collection, recycling and management of Electronic and Electrical Wastes (E-waste).
 
(6) Tourism promotion of national parks and other conservation areas
Both sides confirmed that they would discuss ecotourism model development in the future.

■ Other areas

The Japanese participants held separate bilateral meetings with H.E. Mr. Luhut Bisar Panjaitan, Coordinating Minister for Maritime Affairs and Investment and Mr. Dadan Kusdiana, Acting Secretary General & Director General for New Renewable Energy and Energy Conservation, MEMR, and discussed climate change and other areas.
