Outcome of the 20th Meeting of the Article 6.4 Supervisory Body

1. The 20th meeting of the Article 6.4 Supervisory Body was held in Bonn, Federal Republic of Germany, from February 16 to 20, 2026. From Japan, TAKAHASHI Kentaro, Deputy Director, Office for the Joint Crediting Mechanism and International Carbon Market, Ministry of the Environment, Japan, attended the meeting as an alternate member of Asia and Pacific Group.

2. The Supervisory Body approved the Workplans of the Supervisory Body, the Accreditation Expert Panel and the Methodological Expert Panel for 2026. It also adopted the revision to “Procedure: Transition of CDM activities to the Article 6.4 mechanism, as well as the “Methodological Tools for emissions from electricity generation and consumption, and for determination of the technical lifetime of equipment.

3. Moreover, it agreed to accredit the four new entities as Designated Operational Entities (DOEs), validation, verification and certification functions.

4. Japan will actively contribute to the negotiations on Article 6 of the Paris Agreement. Drawing on its experience in implementing over 290 projects that contribute to decarbonization under the Joint Crediting Mechanism (JCM) pursuant to Article 6.2 of the Paris Agreement, it will also contribute to the development of rules under Article 6.4 (UN-administered) of the Paris Agreement, thereby contributing to the swift implementation of Article 6 as a whole. Moreover, it will work to expand and accelerate JCM projects, taking into account the outcome of this meeting of the Supervisory Body.

■ Main Agenda and Overview of the Meeting

1.  Governance and management matters
The Supervisory Body adopted the Workplans of the Article 6.4 Supervisory Body, the Accreditation Expert Panel and the Methodological Expert Panel for 2026. Based on these workplans, specific activities such as development of methodologies of the Article 6.4 mechanism will be implemented.
 
2.  Regulatory and procedural matters
● Methodological Tool: Emissions from electricity generation and consumption
This methodological tool provides options for determining emissions from electricity generation and consumption in the Article 6.4 activities. Specifically, it outlines methods for determining emission factors and provides conservative default values.
● Methodological Tool: Determination of the technical lifetime of equipment
This methodological tool provides requirements to determine the technical lifetime and remaining technical lifetime of equipment used in the baseline scenario and and/or in the Article 6.4 activities.
● Procedure: Transition of CDM activities to the Article 6.4 mechanism
 
3.  Accreditation of Designated Operational Entities (DOEs)
Under the Article 6.4 mechanism, the following entities have been accredited as DOEs, validation, verification and certification functions*1 of greenhouse gas emission reductions.
