Release of a Paper Addressing Issues Related to Financed Emissions in Public-Private Promotion of Transition Finance

The Ministry of the Environment (MOE), the Ministry of Economy, Trade and Industry (METI), and the Finance Services Agency (FSA), together with 10 globally operating private financial institutions, launched a “Japan Public and Private Working Group on Financed Emissions to Promote Transition Finance.” The working group announced a paper addressing issues related to financed emissions.

Background
In order to achieve carbon neutrality by 2050, it is crucial to provide financing for transition efforts and activities of hard-to-abate sectors that have difficulty decarbonizing in a single step, in other words, “transition finance.”
 
Japan has been a leader in transition finance by establishing “Basic Guidelines on Climate Transition Finance” and technology roadmaps for hard-to-abate sectors, and by providing support for the creation of model cases.
 
MOE, METI and FSA, together with 10 global financial institutions, have launched a “Japan Public and Private Working Group on Financed Emissions to Promote Transition Finance” under the “Taskforce on Preparation of the Environment for Transition Finance.” The working group has started to discuss issues related to financed emissions in order to further promote transition finance. In February this year, the working group compiled and announced a paper to address the importance of transition finance and issues related to financed emissions.
