Outline of Results of the 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (Part Two), the 10th Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (Part Two), and the Fourth Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Nagoya Protocol on Access and Benefit-Sharing (Part Two)

The 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (Part Two), the 10th Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (Part Two), and the Fourth Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Nagoya Protocol on Access and Benefit-Sharing (Part Two) were held in Montreal, Canada, from December 7 to 19, 2022. The outcomes of these meetings are as follows.

Major results:

The 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15 Part Two), the 10th Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (CP-MOP10 Part Two), and the Fourth Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Nagoya Protocol on Access and Benefit-Sharing (NP-MOP4 Part Two) were held as mentioned above. From Japan, Minister of the Environment Nishimura participated as a representative of the Government of Japan in the High-Level Segment of the COP15. In addition, the delegation from the Ministry of Foreign Affairs, the Ministry of the Environment, the Ministry of Economy, Trade and Industry, the Ministry of Health, Labour and Welfare, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Land, Infrastructure, Transport and Tourism, the Financial Services Agency, and the Fisheries Agency participated in the meeting.

As a representative of the Government of Japan, Minister Nishimura announced 1) the start of the second phase of the Japan Biodiversity Fund (JBF2), 2) the support for the 700 million yen project on the Satoyama Initiative (COMDEKS), and 3) the pledge of 117 billion yen for biodiversity in developing countries over 2023 to 2025, through his statement at the High-Level Segment of the COP15 and speeches at three side-events. He also introduced Japan’s efforts and spoke about Japan’s position. Moreover, he met with 15 ministers, international organizations, and NGOs to advance the negotiations and actively exchanged views on major agenda items.

As the result of the negotiations, COP15 adopted the “Kunming- Montreal Global Biodiversity Framework,” as the new global targets on the biodiversity (the Post-2020 Global Biodiversity Framework). In addition, CP-MOP10 and NP-MOP4 adopted a reporting format for national reports to monitor the implementation status of the new framework.
