Results of the Seventh Session of the United Nations Environment Assembly (UNEA 7)

1.    The seventh session of the United Nations Environment Assembly (UNEA-7) was held in Nairobi, Republic of Kenya, from December 8 to 12, 2025.
2.    The delegation from Japan consisted of DOI Kentaro, Vice-Minister for Global Environmental Affairs at the Ministry of the Environment, along with other
        officials from the Ministry of the Environment, the Ministry of Foreign Affairs, and the Ministry of Agriculture, Forestry and Fisheries. The delegation
         attended ministerial level meetings and related side events, engaged in negotiations toward the adoption of resolutions and other outcomes, and
         held bilateral meetings.
3.     At this session, in addition to the Ministerial Declaration, a resolution jointly proposed by Japan and the
         Republic of Panama titled “Promoting synergies, cooperation or collaboration for national implementation of multilateral environmental
         agreements and other relevant environmental instruments” was adopted, among others.

■ Outcome Documents

(1) Key points of the Ministerial Declaration: “Advancing sustainable solutions for a resilient planet”

•   It was decided to take actions across a wide range of areas — including climate change, biodiversity loss,   pollution,  and circular economy — to address
     interlinked global environmental challenges.
•   Reaffirmed the shared commitment to continue to engage in a constructive and active manner, and with a sense of urgency and solidarity, in
     negotiations toward establishing an international legally binding instrument on plastic pollution.
•   Reaffirmed the critical importance of synergies in the implementation of multilateral environmental agreements and other frameworks.

(2) Key points of the Resolution Jointly Proposed by Japan and Panama

Title: Resolution on promoting synergies, cooperation or collaboration for national implementation of multilateral environmental agreements and other relevant environmental instruments (hereinafter “the UNEA-7 Synergies Resolution”) 
  • This resolution serves as the successor to the resolution of the same title proposed by Japan and adopted at UNEA-6 (hereinafter “the UNEA-6
        Synergies Resolution”). After the joint proposal by Japan and Panama, Armenia joined as a co-sponsor. 
  •  Building upon the UNEA-6 Synergies Resolution, this resolution encourages Member States to explore additional approaches to further enhance
        synergies at the national and local levels through collaboration with stakeholders and partners. 
 •   It also invites regional cooperation bodies - including the United Nations regional economic commissions - to facilitate multilateral and multistakeholder
      collaboration, and requests the Executive Director of the United Nations Environment Programme (UNEP) to undertake various actions in order
     to promote synergies.

(3) Other outcome documents

•   A total of 11 resolutions, including the UNEA-7 Synergies Resolution, and three decisions, including UNEP’s Medium-Term Strategy and Programme
     of Work and Budget, were adopted. The Japanese delegation actively contributed to the negotiations leading to the adoption of these documents.

■ Other Items

•   DOI Kentaro, Vice-Minister for Global Environmental Affairs, delivered Japan’s national statement during the ministerial level segment. He also
     participated in leader dialogues on the circular economy and health, among other events, presenting Japan’s initiatives. Additionally, he held
     bilateral meetings  with representatives from Mongolia, the United Kingdom, the Netherlands, Oman (President of UNEA-7), Singapore, and with
     the Executive Secretary of  the Convention on Biological Diversity.
