The 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (Part2), the 10th Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (Part2), the Fourth Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Nagoya Protocol on Access and Benefit-Sharing (Part2), and the Fifth Meeting of the Open-Ended Working Group on the Post-2020 Global Biodiversity Framework

1. The 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) (Part Two), the 10th Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (CP-MOP10) (Part Two), and the Fourth Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Nagoya Protocol on Access and Benefit-Sharing (NP-MOP4) (Part Two), will be held in Montreal, Canada, from December 7 through 19, 2022. Further, the Fifth Meeting of the Open-Ended Working Group on the Post-2020 Global Biodiversity Framework (OEWG5) will also be held from December 3 through 5. The Post-2020 Global Biodiversity Framework is the new global goal on biodiversity.

2. In COP15, negotiations at the final stage towards the adoption of the Post-2020 Global Biodiversity Framework will take place.

3. A high-level segment of COP 15 is also scheduled to be held from December 15 through 17.

■Background

- The Convention on Biological Diversity was adopted in 1992 with the objective of realizing the conservation of biological diversity, the sustainable use of the components of biological diversity, and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. In the 10th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP10) held in October 2010 in Nagoya City, Aichi Prefecture, where Japan served as the chair, historical achievements were made, including the adoption of Aichi Biodiversity Targets, which are the global goals on biodiversity, and the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity.

COP15 was originally scheduled to be held in Kunming, China, in October 2020. However, the meeting was postponed due to the COVID-19 pandemic. Part One of COP15 was held in October 2021, in Kunming, with online participants also invited. Thereafter, it was decided that Part Two of COP15 would be held in Montreal, Canada, in December 2022. China will continuously serve as the chair for COP15.

- The Cartagena Protocol on Biosafety to the Convention on Biological Diversity is a framework to prevent the adverse effects of living modified organisms on biological diversity. It entered into force on September 11, 2003. Japan signed the Protocol in November 2003, and it came into effect in Japan in February 2004.

- Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity entered into force on October 12, 2014. Japan signed the Protocol in May 2017, and it came into effect in Japan in August 2017.

■Outline of the meeting

In COP15 Part Two, negotiations at the final stage on goals that should be included in the Post-2020 Global Biodiversity Framework will take place, and the meeting aims to adopt the Framework. OEWG5 will also be held immediately prior to COP15 Part Two. In addition, CP-MOP10 Part Two and NP-MOP4 Part Two, which are the meetings of the parties to the protocols, are also scheduled to be held in the same period as COP15 Part Two.

- The Fifth Meeting of the Open-Ended Working Group on the Post-2020 Global Biodiversity Framework (OEWG5)

○Adjustment before COP15 on the Post-2020 Global Biodiversity Framework
Many issues still remain on the draft of the Post-2020 Global Biodiversity Framework. In the OEWG5, it is expected to make this draft as agreeable as possible so that the final negotiations at COP15 Part Two can proceed smoothly.

○Post-2020 Global Biodiversity Framework
Specific wordings for the proposed targets will be discussed based on the final draft of the Post-2020 Framework. These include (1) a proposed target to protect and conserve at least 30% of land and sea areas globally by 2030 (the 30by30 initiative), (2) the mainstreaming biodiversity into business sectors, and (3) goals of climate change measures that contribute to the biodiversity.

○Mechanism to understand the progress of efforts based on the Post-2020 Framework
It is also scheduled to discuss indicators to be used by all countries for reporting and a mechanism to review the progress globally (PDCA cycle), in order to understand the progress of the Post-2020 Framework.

○Digital sequence information (DSI) on genetic resources
Proposed decisions by COP15 regarding the handling of DSI in the Post-2020 Global Biodiversity Framework will be discussed.

- The 10th Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (CP-MOP10) (Part Two)

○Monitoring and reporting on the Protocol (Article 33 of the Protocol)
Discussion will be made on the state of the submission of reports on the Cartagena Protocol by each country and the format of the report.

○Liability and redress in the Nagoya-Kuala Lumpur Supplementary Protocol on Liability
The implementation of the supplementary protocol that sets forth response measures taken in the event of damage to biodiversity resulting from living modified organisms will be discussed.

- The Fourth Meeting of the Conference of the Parties Serving as the Meeting of the Parties to the Nagoya Protocol on Access and Benefit-Sharing (NP-MOP4) (Part Two)

Monitoring and reporting of the implementation of Nagoya Protocol (Article 29 of the Protocol)
Discussion will be made on the revised guidelines for reports on the Nagoya Protocol by each country and the format of the report.

Global multilateral benefit-sharing mechanism (Article 10 of the Protocol)
Discussion will be made on the necessity of a global multilateral benefit-sharing mechanism taking into account the fair and equitable sharing of the benefits derived from the utilization of genetic resources and traditional knowledge associated with genetic resources that occur in transboundary situations or for which it is not possible to grant or obtain prior informed consent based on information in each country, which is the base of the Nagoya Protocol.

○Statements by the ministers of each country
It is expected that many statements will be issued by the ministerial level officials of different countries and the heads of international organizations in the high-level segment. It is also expected that some political messages will be issued toward the agreement of the Post-2020 Global Biodiversity Framework.

Major side events hosted and co-hosted by the Government of Japan during the period of COP15 are as follows.

-The importance of strategic communication and promotion of an institutional mechanism for the GBF –based on Japan's experience over the last decade–

(3) Hosted by: J-GBF (Japan Conference for 2030 Global Biodiversity Framework)
(4) Outline: The event is hosted by J-GBF (headed by the chairman of Japan Business Federation). While sharing the efforts and experiences of UNDB-J, the predecessor of J-GBF in the last ten years, discussion will be held with the panelists on how to build strategic communication up to 2030 with various stakeholders, as well as identifying related challenges and necessary support.

-The launching of phase 2 of the Japan Biodiversity Fund (JBF) and Japan’s contributions for the implementation of the post-2020 global biodiversity framework

(3) Hosted by: The Government of Japan, the Secretariat of the Convention on Biological Diversity, the United Nations Development Programme, the Global Youth Biodiversity Network
(4) Outline: The Government of Japan established the Japan Biodiversity Fund (JBF) in 2010, when the country served as the chair for COP10, and has been working to support developing countries. Further, in Part One of COP15 in 2021, the Government of Japan announced the start of the second phase of the Japan Biodiversity Fund (JBF2). In this event, Japan will disseminate information on the achievements that JBF2 aims at and its project details.

-COMDEKS Phase 4: Contribution of the Satoyama Initiative to the Post-2020 Global Biodiversity Framework

(3) Hosted by: The Government of Japan, the United Nations Development Programme, Keidanren Nature Conservation Fund, the Secretariat of the Convention on Biological Diversity, the Global Environment Facility, United Nations University Institute for the Advanced Study of Sustainability
(4) Outline: The Community Development and Knowledge Management for the Satoyama Initiative (COMDEKS) was established in June 2011, aiming to support local communities in their activities to maintain and rebuild Socio-Ecological Production Landscapes and Seascapes (SEPLS), and to collect and disseminate knowledge and experiences gained from those communities' successful on-the-ground activities. In this event, the achievements of activities conducted so far are presented, and the start of the fourth phase of COMDEKS will be announced.

- Exhibition booth
The following exhibition is scheduled to be held during the period of COP15.

The Ministry of the Environment, Japan, and the Ministry of Agriculture, Forestry and Fisheries, Japan, jointly introduce efforts related to biodiversity in Japan.

・ OEWG was established according to the CBD-COP Decision 14/34 to support the formulation of the Post-2020 Global Biodiversity Framework.
・ The first and second meetings were held face-to-face in August 2019 and February 2020, respectively.

・ Part two of the third meeting and the fourth meeting were held face-to-face in March and June 2022, respectively.
