11th JCM Partner Countries’ Meeting at COP30 and Joint Statement: Early Mover Group of Article 6.2 Bilateral Cooperative Approaches
1. On November 19, 2025 (local time), the 11th JCM Partner Countries’ Meeting was held at the 30th Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC COP30) Japan Pavilion in Belém, Brazil.
2. High-level officials from 16 countries participated in the meeting including ISHIHARA Hirotaka, Minister of the Environment, Japan, and ministers of India, Mongolia and Chile. They shared that the Joint Crediting Mechanism (JCM) is steadily contributing to global greenhouse gas (GHG) emission reductions and removals, while partner country representatives stated efforts in each country and future expectations for the JCM. On this occasion, the “Joint Statement: Early Mover Group of Article 6.2 Bilateral Cooperative Approaches” was announced.
3. The Ministry of the Environment of Japan will continue to implement the JCM as a market mechanism consistent with Article 6.2 of the Paris Agreement, contribute to global greenhouse gas emission reductions and removals, the achievement of NDCs and sustainable development of partner countries, thereby contributing to global decarbonization efforts.
■ Summary of results of the 11th JCM Partner Countries’ Meeting
The meeting was attended by ISHIHARA Hirotaka, Minister of the Environment, Japan, and representatives from 15 JCM partner countries. They once again shared that the Joint Crediting Mechanism (JCM) is steadily contributing to global GHG emission reductions and removals by formulating more than 280 decarbonization projects in cooperation with partner countries.
Minister ISHIHARA also announced the “Joint Statement: Early Mover Group of Article 6.2 Bilateral Cooperative Approaches”. The Ministry of the Environment of Japan will continue to implement the JCM as a market mechanism consistent with Article 6.2 of the Paris Agreement, contribute to global greenhouse gas emission reductions and removals, the achievement of NDCs and sustainable development of partner countries, thereby contributing to global decarbonization efforts.

■ Outline of the Joint Statement: Early Mover Group of Article 6.2 Bilateral Cooperative Approaches
Following the full operationalization of Article 6 of the Paris Agreement at COP29, the implementation of bilateral cooperation approaches under Article 6.2 of the Paris Agreement, including the JCM, is expanding. The Joint Statement, announced at COP30 to promote bilateral cooperation under Article 6.2 of the Paris Agreement, outlines actions to further strengthen its implementation going forward. The three key points are as follows:
1. Accelerate Article 6.2 preparatory process for long-term investment:
Predictable and transparent frameworks and procedures
2. Practice, Streamline and Flexibility for broader participation:
Practical and flexible institutional arrangement for scaling up real reduction and removal activities
3. Continuous support on capacity building programmes:
Promote cooperation on capacity building programmes such as the Paris Agreement Article 6 Implementation Partnership (A6IP)

【Reference】About the Joint Crediting Mechanism
The Joint Crediting Mechanism (JCM) is a mechanism in which Japanese companies and the Government of Japan cooperate with partner countries in the Global South and other areas in terms of technology and funding to implement measures, and the additional greenhouse gas (GHG) reduction and removal outcomes are evaluated in a quantitative manner consistent with Article 6 of the Paris Agreement and shared between the partner country and Japan.
It is expected to contribute to the NDCs of both Japan and partner countries, and to revitalize the economies of both countries through the participation of private companies. Furthermore, it is also expected to contribute to sustainable development in partner countries by solving various social, economic and environmental issues.
Since the first JCM agreement was signed with Mongolia in 2013, JCM agreements have been established with 31 countries* to date, and more than 280 projects are currently underway. Through public-private partnerships, the JCM aims to secure cumulative global emission reductions and removals of approximately 100 million t-CO2 by fiscal year 2030 and approximately 200 million t-CO2 by fiscal year 2040.
