Results of the 4th Assembly of the African Clean Cities Platform (ACCP)

The Ministry of the Environment (MOE), Japan, together with the Japan International Cooperation Agency (JICA), City of Yokohama, the United Nations Environment Programme (UNEP), and the United Nations Human Settlements Programme (UN-Habitat) held the 4th Assembly of the African Clean Cities Platform (ACCP) in Yokohama on August 20 and 21, 2025, as a partner project of the 9th Tokyo International Conference on African Development (TICAD 9) in Yokohama.
KATSUME Yasushi, Parliamentary Vice-Minister of the Environment of Japan, delivered the opening address at the opening ceremony, emphasizing the importance of appropriate waste management tailored to local conditions. ASAO Keiichiro, Minister of the Environment of Japan, delivered the closing address on the first day of the assembly, presenting the interim summary of the assembly and expressing expectations for enhanced cooperation with international organizations through the “MOE Japan Fund for Project Development Facilitation for Better Waste Management in Africa” newly established by MOE Japan. Over the two-day assembly, there was a lively exchange of views on the importance of technologies, governance, information, and financial mobilization for waste management—including the Fukuoka Method - as well as on the appropriate approach to waste management. Furthermore, African countries expressed their gratitude to Japan.
On September 20, MOE Japan held an inauguration lunch reception for the “MOE Japan Fund for Project Development Facilitation for Better Waste Management in Africa” and announced the establishment of this fund. At the reception, DOI Kentaro, Vice-Minister for Global Environmental Affairs, Ministry of the Environment of Japan, delivered the opening remarks. Mr. NISHIO Akihiko, Vice President of the World Bank, expressed his expectations for cooperation in improving waste management through the use of this fund. An overview of the fund was provided, deepening the understanding of the reception participants regarding the fund.
As an outcome of this assembly, the “New Yokohama Action Guidance” outlining activities for the next three years was announced. Participating countries expressed their welcome for the Action Guidance.
Furthermore, discussions at this assembly are expected to contribute to improving waste management in ACCP participating countries going forward.

■ Outcome of the Assembly

Approximately 360 participants attended the assembly, including government officials from 42 African countries, representatives from international organizations, and domestic and international companies and organizations. It was the largest meeting among the numerous official TICAD 9 related events.
The “New Yokohama Action Guidance,” outlining activities for the next three years, was adopted as the outcome document of this assembly.
At this assembly, JICA introduced Japan's development cooperation initiatives related to waste management in Africa, while City of Yokohama and Fukuoka City presented their respective resource circulation initiatives. Participants also engaged in a lively exchange of views on the importance of appropriate waste management technologies, including the Fukuoka Method; governance, including policy frameworks; the relationship between central and local governments; the importance of reliable data collection and appropriate management based on that data; the importance of mobilizing funds for waste management from international development financial institutions such as the World Bank and the African Development Bank; and the appropriate approach to waste management in each country based on these considerations.
Statements were also made by participating ACCP countries, with many expressing their gratitude to Japan. It is hoped that the discussions and exchange of views at this assembly will be effectively utilized to improve waste management in participating ACCP countries going forward. Furthermore, the assembly also contributed to the overseas deployment of Japan's advanced waste management technologies.
ACCP and “MOE Japan Fund for Project Development Facilitation for Better Waste Management in Africa” were introduced in the Plenary Session of TICAD 9 held from August 20 to 22, 2025, and included in its outcome document “TICAD 9 Yokohama Declaration.”
