Webinar for the Joint Crediting Mechanism (JCM) Utilization in Africa

The Ministry of the Environment (MOE), Japan will hold a “Webinar for the Joint Crediting Mechanism (JCM) Utilization in Africa” on September 15, 2022, as an official side event of the Eighth Tokyo International Conference on African Development (TICAD 8).

1. Outline

Japan aims to contribute to the global reduction and removal of greenhouse gas (GHG) emissions through the JCM. Through the JCM, Japan will utilize superior decarbonization technologies, etc., to reduce GHG emissions, mainly in developing countries, and obtain JCM credits in proportion to Japan's contribution.
 
At the 26th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26), held in the UK in 2021, major rules of market mechanisms under Article 6 of the Paris Agreement were adopted. Thus, Japan will strengthen the implementation of the JCM by expanding the number of partner countries in the Indo-Pacific region and Africa, and realizing projects on a larger scale.
 
This webinar will provide an opportunity for government officials, private companies, and other stakeholders from Africa and Japan to discuss the issues and needs related to the implementation of GHG emission reduction measures in the African region, and also to learn the overview and outcomes of existing JCM projects in various regions including Africa, in order to explore the potential for further utilization of JCM in the African region.

Accelerating consultations to expand the number of partner countries up to approximately 30 countries worldwide by around 2025 from the current 19 countries.
 
The JCM's current 19 partner countries are; Mongolia, Bangladesh, Ethiopia, Kenya, Maldives, Vietnam, Laos, Indonesia, Costa Rica, Palau, Cambodia, Mexico, Saudi Arabia, Chile, Myanmar, Thailand, Philippines, Senegal, and Tunisia.

At COP26, the Rulebook for Article 6 (market mechanisms) of the Paris Agreement was concluded, paving the way for utilizing market mechanisms to reduce global emissions.
Leading Article 6 negotiations and being a frontrunner with the experience of the JCM, Japan will take the following three actions to contribute to global decarbonization.

  2. Scale up the JCM by mobilizing further private finance
  3. Contribute to the global operationalization of market mechanisms
