Results of Preparatory Meeting for Article 6 Implementation Partnership
The Ministry of the Environment (MOE), Japan, held the Preparatory Meeting for Article 6 Implementation Partnership in Kamakura City, Kanagawa Prefecture, on September 9, 2022. This Preparatory Meeting welcomed a total of 55 experts from 19 countries and 14 organizations who shared capacity-building activities related to Article 6 of the Paris Agreement and discussed future collaboration and activities toward the launch of the “Paris Agreement Article 6 Implementation Partnership” scheduled for COP 27.
The implementation of Article 6 is expected to revitalize decarbonization markets and private investment, and to contribute to global greenhouse gas (GHG) emission reductions and economic growth at the same time. Japan will contribute to global GHG emission reductions by promoting the global expansion of market mechanisms, including in the form of capacity-building support.

In the opening remarks, State Minister Yamada stated that the implementation of Article 6 of the Paris Agreement could revitalize decarbonization markets and private investment while contributing to the simultaneous achievement of global GHG emission reductions and economic growth. She also emphasized that Japan will lead discussions on the expansion of the Joint Crediting Mechanism (JCM) and capacity building for the implementation of Article 6 of the Paris Agreement. She expressed the hope that this Preparatory Meeting will deepen the discussions on the content of the Article 6 Implementation Partnership.

2. Summary
(1) Session 1: Current Status of Capacity Building under Article 6 of the Paris Agreement
MOE Japan presented for the first time an overview of the Article 6 Implementation Partnership, and the UNFCCC shared the results of its survey on Article 6 capacity-building needs in various regions of the world.
(2) Session 2: Sharing Experiences on Article 6 Implementation
Participants shared various initiatives to tackle the main challenges that were identified at the International Conference for Implementing Article 6 of the Paris Agreement, held in February and March 2022. Those include international collaboration and partnerships, national institutional arrangements for implementation, domestic tracking and recording infrastructures, baseline and tools for Article 6 mechanisms, and the scaling up of capacity-building activities.
(3) Session 3: Discussion on Article 6 Implementation Partnership
MOE Japan presented an analysis of the current status of capacity building and a roadmap for Article 6 implementation.
