Ministry of the Environment, Japan, and Ministry of Environment and Forestry of the Republic of Indonesia Hold Bilateral Meeting and Sign a Memorandum of Cooperation on Environmental Cooperation

NISHIMURA Akihiro, Minister of the Environment (MOE), Japan, participated in the G20 Environment and Climate Ministers’ Meeting, held a bilateral meeting with H.E. Dr. Siti Nurbaya, Minister of Environment and Forestry of the Republic of Indonesia, and signed the Memorandum of Cooperation on Environmental Cooperation between the Ministry of the Environment of Japan and the Ministry of Environment and Forestry of the Republic of Indonesia.
 
During the bilateral meeting, they exchanged views on further cooperation between the two countries in areas such as waste management and climate change, and Minister Nishimura stated Japan's views on the outcome document of the G20 Environment and Climate Minister’s Meeting. In relation to climate change, they discussed future possible cooperation for capacity building under Article 6 of the Paris Agreement, carbon pricing, and the carbon market.

MOE Japan and the Ministry of Environment and Forestry of the Republic of Indonesia concluded a Memorandum of Cooperation on Environmental Cooperation in 2012 and have advanced their cooperative relationship through holding policy dialogues and so on. On the occasions of the G20 Environment and Climate Ministers’ Meeting, the two countries signed a new Memorandum of Cooperation to deepen the cooperation in areas such as waste management and climate change.

During the bilateral meeting, they exchanged opinions on further cooperation in the areas of waste management and climate change, and Minister Nishimura stated Japan's views on the outcome document of the G20 Environment and Climate Ministerial Meeting.
 
Outline of the Memorandum of Cooperation
Japan and the Republic of Indonesia will promote dialogues and projects in the following areas in order to further advance environmental cooperation between the two countries.
 
1. Pollution control (air, land, and water)
2. Marine pollution control
3. Climate change
4. Hazardous substances management
5. Solid waste (including environmentally sustainable cities) and hazardous waste management
6. Tourism promotion of national parks and other conservation areas
7. Sustainable lake management
8. Environmental law enforcement (forensic technology)
9. Other areas that will be mutually decided by the two sides
 
 
The above environmental cooperation will be carried out under the following implementation framework.
 
  • Organize biennial policy dialogues between the Ministers.
  • Develop a four-year action plan as an annex to the Memorandum of Cooperation.
  • Decide and monitor specific cooperation in each area through the working-level Technical Dialogue, and conclude a Separate Arrangement for its implementation.
