MOE Japan Selects a New Project of Subsidy Programme for the Joint Crediting Mechanism (JCM) Facility Introduction for FY2025 to FY2027 (First Round)

On September 12, 2025, Ministry of the Environment (MOE), Japan, announced a new project selected for Subsidy Programme for the JCM Facility Introduction for FY2025 to FY2027 (first round).

MOE Japan received a variety of applications for the Subsidy Programme for the JCM Facility Introduction and selected one project in the first round for FY2025 to FY2027. MOE Japan will continue to strongly promote the overseas expansion of decarbonizing infrastructure through the JCM, based on the "Plan for Global Warming Countermeasures (Cabinet decision in February 2025)" and others.

1. JCM Outline

-  Since 2013, Japan has established the JCM with 31 partner countries, and over 270 projects have been selected. The JCM's 31 current partner countries are: Mongolia, Bangladesh, Ethiopia, Kenya, Maldives, Vietnam, Laos, Indonesia, Costa Rica, Palau, Cambodia, Mexico, Saudi Arabia, Chile, Myanmar, Thailand, Philippines, Senegal, Tunisia, Azerbaijan, Moldova, Georgia, Sri Lanka, Uzbekistan, Papua New Guinea, United Arab Emirates, Kyrgyz, Kazakhstan, Ukraine, Tanzania, and India.
 
- The JCM aims to reduce greenhouse gas (GHG) emissions in developing countries and others by utilizing advanced decarbonizing technologies. Under the JCM scheme, Japan is facilitating the diffusion of leading decarbonizing technologies and infrastructure, etc. as well as the implementation of mitigation actions in partner countries. The JCM contributes to the achievement of Japan’s and partner countries' Nationally Determined Contributions (NDCs) while ensuring the avoidance of double counting through corresponding adjustments consistent with Article 6 of the Paris Agreement.
 
- These JCM activities are in accordance with the "Plan for Global Warming Countermeasures (Cabinet decision in February 2025)" and so on.

2. Subsidy Programme for the JCM Facility Introduction Outline

- Subsidy Programme for the JCM Facility Introduction of MOE Japan provides financial support of up to 1/2 of the initial investment cost for projects. Representative participants in the Projects shall conduct measurement, reporting, and verification (MRV) of GHG emission reductions. In addition, this financing support programme is expected to contribute to global decarbonization by disseminating and deploying advanced decarbonizing technologies while ascertaining in detail the needs of partner countries.

3. Outline of Newly Selected Project of Subsidy Programme for the JCM Facility Introduction

-  Applications for the "Subsidy Programme for the JCM Facility Introduction" in FY2025 to FY2027 by the Global Environment Centre (GEC, an implementing organization) are open from April 7 to September 30, 2025. 
 
- In the first round of the selection process in FY2025 to FY2027, MOE Japan selected one new project based on the results of an initial document screening, secondary review through interviews, acceptance/rejection review and confirming that there is ‘no objection’ raised by the Joint Committee of respective partner countries. MOE Japan will carry out the procedures for the implementation of the JCM with partner countries

[Outline of the project]
- This project introduces solar power generation facilities with a total capacity of 43MW (31MWx1site + 2MW x 6 sites) in the regions of Kakheti and Kvemo Kartli, near the Tbilisi city.
- Electricity generated is sold either to the national grid or on the spot market.
- This project reduces greenhouse gas (GHG) emissions by replacing part of the electricity from the fossil fuel-derived grid power with renewable energy.
