Outcome of “Forum on Promoting Business Engagement and Matching through the Joint Crediting Mechanism (JCM) to Expand Indonesia’s Carbon Market” Held in Jakarta, Indonesia

1. The Ministry of the Environment (MOE) of Japan, together with the Coordinating Ministry for Economic Affairs and the Ministry of Environment of the Republic of Indonesia, hosted a business forum titled:
 “Forum on Promoting Business Engagement and Matching through the Joint Crediting Mechanism (JCM) to Expand Indonesia’s Carbon Market”, in Jakarta, Indonesia, on August 21, 2025.
 
2. The forum introduced the JCM as a mechanism that contributes to achieving the Nationally Determined Contributions (NDCs) of both countries and expanding business opportunities. It also highlighted the Mutual Recognition Arrangement (MRA) between the environmental ministries of Japan and Indonesia as a key step in linking Indonesia’s domestic system with the JCM. Japan’s growing demand for JCM credits under the Green Transformation Emissions Trading System (GX-ETS) and the recent adoption of Carbon dioxide Capture and Storage / Carbon dioxide Capture, Utilization and Storage (CCS/CCUS) guidelines under the JCM were also presented.
 
3. During the business pitch session, ten Japanese and Indonesian companies presented a wide range of technology-based and nature-based project concepts, including CCUS, waste-to-energy, biogas, geothermal utilization, rooftop solar, peatland restoration, alternate wetting and drying (AWD), forest and wetland project development, biochar, and mangrove restoration. In the subsequent business matching session, the ten companies and government representatives from both countries engaged in individual discussions with stakeholders from Japan, Indonesia, and the broader Asia-Pacific region to explore the potential for JCM project development.
 
4. MOE Japan will continue to promote the expansion and acceleration of JCM utilization, contributing to Indonesia’s decarbonization efforts.

     This Presentation will provide an overview of Japan’s climate policy and how the Joint Crediting Mechanism (JCM) contributes to achieving its updated NDC. It will highlight recent developments including the GX-ETS, which allows private sector use of JCM credits, and explain the JCM’s alignment with Article 6.2 of the Paris Agreement. The expansion of private-led JCM projects and efforts to mobilize international climate finance will also be introduced.

     A notable recent development in the JCM in Indonesia is the adoption, in December 2024, of rules and guidelines for CCS and CCUS, enabling the country to pursue technology-based removal activities under the JCM. The Ministry of Economy, Trade, and Industry (METI) of Japan will present an overview of these rules and guidelines.

As part of the forum, ten Japanese and Indonesian companies presented project concepts aligned with the Joint Crediting Mechanism (JCM), showcasing both technology-based and nature-based solutions.
 
Technology-based Solutions:
1. BP – Tangguh CCUS Project
A national strategic initiative at the Tangguh LNG site in Papua Province. The project aims to store up to 15 million tons of CO₂ annually.
2. Kanadevia – Waste-to-Energy
Exploring waste-to-energy solutions across 12 cities under Presidential Regulation No. 35/2018. The company is developing power generation technologies capable of handling low-calorific waste.
3. SDG Impact Japan – Biogas Project
A biogas project utilizing livestock manure is under consideration in West Java. The project is expected to reduce approximately 70,000 tons of CO₂ annually and contribute to the circular economy.
4. Toyo Engineering – Comprehensive Geothermal Utilization
Conducting feasibility studies in collaboration with Geo Dipa Energy. The project plans to introduce innovative closed-loop systems and green fuel integration.
5. Alamport – Rooftop Solar
Deploying 30 MWp of rooftop solar across Indonesia, with 16 sites already operational. Of these, 10.3 MWp are JCM model projects. Future plans include battery storage and EV integration.
 
Nature-based Solutions:
6. Sumitomo Forestry Indonesia – Peatland Restoration
Implementing restoration activities over 18,000 hectares in Central Kalimantan Province. Joint surveys have been completed, and a management plan is under development.
7. Faeger – Alternate Wetting and Drying (AWD)
Promoting AWD practices in rice paddies, offering immediate financial incentives to farmers. Preparations for deployment in Indonesia are underway.
8. Sustainacraft – Forest and Wetland Project Development Support
Initiating feasibility studies for forest conservation and REDD+ projects. Supporting NbS project development in Indonesia in collaboration with investors.
9. Terra Baru – Biochar
Planning biochar deployment at 10 sites using agricultural residues. Trials across multiple crops have been completed, with the goal of credit issuance.
10. ACT Group – Peatland and Mangrove Restoration
Restoration projects are being conducted in Central, North, and East Kalimantan, as well as Aceh Province. In collaboration with social forestry initiatives, the project aims to issue credits between 2027 and 2028.

■ Capacity Building Workshop on Article 6 Reporting:

On August 20, 2025, the day prior to the forum, the Institute for Global Environmental Strategies (IGES) and the A6 Partnership Center organized a capacity building workshop at the same venue (Pullman Jakarta Indonesia). The workshop targeted approximately 15 technical staff members from the Coordinating Ministry for Economic Affairs and the Ministry of Environment and Forestry of Indonesia. The session focused on the reporting procedures and requirements under Article 6 of the Paris Agreement, aiming to enhance institutional readiness and implementation capacity.
