Results of the FY2021 Program for Supporting Municipalities to Promote Plastic Resource Circulation

The Plastics Resource Circulation Act was put into effect on April 1, 2022. The Act requires municipalities to collect and recycle not only plastic containers and packaging but also plastic products.

The Ministry of the Environment (MOE), Japan, conducted from August 2021 to February 2022 the FY2021 Program for supporting municipalities to promote sorted collection and recycling of plastic resources. MOE Japan has compiled the results of the Program including demonstration projects conducted by the six municipalities (Matsumoto City, Shizuoka City, Kyoto City, Kameoka City, Osaka City, and Kurashiki City).

Outline

MOE Japan compiled the results of the Program for supporting municipalities to promote sorted collection and recycling of plastic resources, which was conducted by the six municipalities from August 31, 2021, to February 28, 2022.

Details of the support program

●Matsumoto City, Nagano Prefecture
  • Demonstration project for collection of plastic containers & packaging and plastic products
  • Survey of the composition of the collected waste
  • Coordination with intermediate treatment business and recycling business operators
  • Information dissemination to local residents (holding of briefing sessions, distribution of leaflets to neighboring households)
  • Verification of effects (cost analysis, CO2 emission analysis)

●Shizuoka City, Shizuoka Prefecture
  • Verification of effects (cost analysis, CO2 emission analysis)

●Kyoto City, Kyoto Prefecture
  • Demonstration project for collection of plastic containers & packaging and plastic products
  • Survey of the composition of the collected waste.
  • Information dissemination to local residents (holding of briefing sessions, distribution of leaflets to neighboring households)
  • Verification of effects (cost analysis, CO2 emission analysis)

●Kameoka City, Kyoto Prefecture
  • Demonstration project for collection of plastic containers & packaging and plastic products
  • Survey of the composition of the collected waste.
  • Coordination with intermediate treatment business and recycling business operators
  • Information dissemination to local residents (holding of briefing sessions, distribution of leaflets to neighboring households)
  • Verification of effects (cost analysis, CO2 emission analysis)

●Osaka City, Osaka Prefecture
  • Hearings from equipment manufacturers
  • Information dissemination to local residents (creation of awareness-raising leaflets)

●Kurashiki City, Okayama Prefecture
  • Survey of the composition of combustible waste
  • Hearings from recycling business operators
  • Consideration of ways to inform local residents
  • Verification of effects (cost analysis, CO2 emission analysis)
