Enforcement Status of Water Pollution Related Laws in FY2006
The Ministry of the Environment compiled a summary of the FY2006 enforcement status of the Water Pollution Control Law, the Law concerning Special Measures for Conservation of the Environment of the Seto Inland Sea and the Law concerning Special Measures for the Conservation of Lake Water Quality. The number of specified factories and business establishments subject to effluent control totaled approximately 289,000 (Table 1), among which hotels and inns are the most numerous with approximately 70,000 establishments comprising approximately 24% (Table 2) of the total during FY2006. The number of on-site inspections of these specified business establishments was approximately 47,000. Administrative guidance was conducted in approximately 7,700 cases (Table 3). Administrative orders to improve the situation were conducted in 37 cases, administrative orders to suspend operations were issued in one case (Table 4), and 12 arrests were made for infringement of effluent standards (Table 5).
