Publication of "G20 Report on Actions against Marine Plastic Litter: Third Information Sharing based on the G20 Implementation Framework"

"G20 Report on Actions against Marine Plastic Litter: Third Information Sharing based on the G20 Implementation Framework" was compiled with information on policies and measures with regards to marine plastics litter taken / to be taken by the participating countries, regions and organisations under the initiative of the Government of Italy with the support of Japan. In the third report, 42 countries and 13 international organisations and NGOs shared their good practices and challenges.

1. Background

At the G20 Osaka Summit in June 2019, the "Osaka Blue Ocean Vision" was shared, which aims to reduce additional pollution by marine plastic litter to zero by 2050. To realise the vision, the "G20 Implementation Framework for Actions on Marine Plastic Litter" was adopted at the "G20 Ministerial Meeting on Energy Transitions and Global Environment for Sustainable Growth," held in the same month, for countries to share information on countermeasures and promote effective action through mutual learning.

Following the "G20 Report on Actions against Marine Plastic Litter: First Information Sharing based on the G20 Implementation Framework," formulated at the "Follow-up sessions for the G20 Implementation Framework" held in October 2019, and the "G20 Report on Actions against Marine Plastic Litter: Second Information Sharing based on the G20 Implementation Framework," compiled at the G20 Environment Ministers' Meeting held in September 2020 in Saudi Arabia, the "Third Report" was compiled for the G20 Environment Ministers' Meeting held in July this year, under the initiative of the Government of Italy, this year's G20 Presidency, with the support of the Ministry of the Environment, Japan.

2. Main contents

The countries, international organisations, and NGOs which contributed to the third report are as follows:

G20: Australia, Canada, France, Germany, Indonesia, Italy, Japan, Mexico, People's Republic of China, Republic of Korea, Saudi Arabia, Turkey, United Kingdom, United States of America, EU (15 countries)

Non-G20: Bahrain, Bangladesh, Bhutan, Brunei Darussalam, Chile, Dominican Republic, Fiji, Finland, Iraq, Kiribati, Maldives, Myanmar, Netherlands, New Zealand, Norway, Pakistan, Palau, Panama, Papua New Guinea, Philippines, Samoa, Singapore, Spain, Sri Lanka, Sultanate of Oman, Thailand, Uruguay (27 countries)

International Organisations / NGOs: Asian Development Bank (ADB), Association of Southeast Asian Nations (ASEAN), Economic Research Institute for ASEAN and East Asia (ERIA), Ellen MacArthur Foundation, Global Environment Facility (GEF), International Atomic Energy Agency (IAEA), International Resource Panel (IRP), Ocean Conservancy, Organisation for Economic Co-operation and Development (OECD), United Nations Environment Programme (UNEP), United Nations Industrial Development Organization (UNIDO), World Bank, World Economic Forum Global Plastic Action Partnership (WEF GPAP) (13 organisations)

*From the report, the progress of the development of National Action Plans/strategies and of the development of legislations was confirmed in many countries.

*Challenges faced by many countries were also identified, such as data collection, recycling system improvement, and lack of financial incentives for waste treatment and technology development.
