Public Comments Invited regarding Amendments to Ordinances and Regulations for Enforcement of the Amended Fluorocarbons Recovery and Destruction Law

Pursuant to the amended Fluorocarbons Recovery and Destruction Law, promulgated in June 2006, the Ministry of the Environment (MOE) has developed draft amendments to the ordinances and regulations for the enforcement of the law in cooperation with the Ministry of Economy, Trade and Industry and the Ministry of Land, Infrastructure and Transport.

The proposed amendments to the enforcement regulations include additional items to be described in the documentation issued by end-users who dispose of commercial refrigerators and/or air-conditioners containing fluorocarbons, and the storage period of such documentation, now required under a fluorocarbon recovery process management system newly established by the law. A new ministerial ordinance that has also been drafted specifies items to be described in the documentation regarding the dismantlement of buildings which may contain commercial refrigerators and/or air-conditioners. The documentation is issued by dismantlers and given to those who commission the dismantlement.

The MOE invites comments from the general public regarding these draft amendments from October 6 to November 4, 2006.
