Progress in Implementation of the Plan for Global Warming Countermeasures in FY2021

On Friday, June 30, 2023, a meeting of the Global Warming Prevention Headquarters was held and a report titled "Progress in Implementation of the Plan for Global Warming Countermeasures in FY2021" was compiled.

1. Review of progress

Review of the progress in the implementation of the policies and measures set forth in the Plan for Global Warming Countermeasures in FY2021 (Cabinet Decision on October 22, 2021; hereinafter referred to as the "Plan") was conducted by the progress management method specified in the Plan and the review results were compiled by the Global Warming Prevention Headquarters.

2. Progress in implementation of policies and measures

The results of the implementation of the policies and measures set forth in the Plan in light of the target levels and expectations for FY2030 are as follows.

(1) Implementation of The Commitment to a Low Carbon Society (number of sectors: 114)

A. The emission reduction exceeds the target level:

40 sectors

B. The emission was reduced compared to the reference year level/BAU but the emission reduction fell below the target:

61 sectors

C. The emission reduction fell below the target level and the emission increased compared to the reference year level/BAU:

7 sectors

D. Data was not collected (due to new setting or change of the target level, review of the data collection method, etc.):

2 sectors

E. No targets were set:

4 sectors

(2) Policies and measures implemented by the Cabinet Office, ministries, and agencies (number of policies and measures: 115 cases)

A. The result is expected to exceed the target level if policies and measures continue to be implemented,

and it has already exceeded the target level:

B. The result is expected to exceed the target level if policies and measures continue to be implemented (excluding A):

14 cases

C. The result is expected to be equal to the target level if policies and measures continue to be implemented:

67 cases

D. The result is expected to fall below the target level if policies and measures continue to be implemented:

20 cases

E. No quantitative data is obtained:

(Reference) Greenhouse gas emissions and removals in FY2021 in Japan (confirmed)

In FY2021, the amount of greenhouse gas emissions and removals in Japan was 1.122 billion tons (CO2 equivalent; the same applies hereinafter). It increased by 2.0% over the previous fiscal year and decreased by 20.3% over the FY2013 levels.
Factors that caused an increase in emissions in FY2021 over the previous fiscal year may include an increase in energy consumption due to the economic recovery from the COVID-19 pandemic.

3. Future initiatives

Based on the review results, the following initiatives will be implemented.

(1) With a view to achieving the targets of the Plan, the policies and measures set forth in the Plan will be further promoted in light of the amount of greenhouse gas emissions in each fiscal year and the results of this review.

(2) Progress in the implementation of the Plan will continue to be reviewed strictly in light of the amount of greenhouse gas emissions in each fiscal year and the results of this review.
