Abstract

ASEAN Member States (AMS) are accelerating to reduce GHG emissions and achieve decarbonization. Recognizing MRV of GHG emissions are vital for sustainability and economic growth, more AMS require companies to report emissions, including Scope 3 emissions. ADBI engages financial regulators and central banks in Asia to improve climate-related disclosure systems, focusing on the challenges of collecting high-quality Scope 3 data and aligning domestic and international standards.The Partnership to Strengthen Transparency for co-Innovation (PaSTI) initiatives are supporting several AMS in integrating GHG MRV systems into national frameworks. In Vietnam, PaSTI and JICA worked with the MONRE to develop policies encouraging private sector's participation in GHG reduction and supporting the country's NDCs. In the Philippines, through PaSTI, the Securities and Exchange Commission (SEC) establish a climate-related disclosure system, aiding the reporting of Scope 3 emissions.This seminar will share progress on GHG emissions reporting and climate-related disclosure in ASEAN, focusing on SMEs' contributions, and aim to foster dialogue on incentives with governments, donors, and private sectors.

Session Summary
AMS are accelerating efforts to reduce Greenhouse gas (GHG) emissions and to achieve decarbonization with MRV of GHG emissions as they are vital to achieving the goal while also ensuring sustainable economic growth. To promote GHG emission disclosure, this seminar summarized progress made in the region, highlighted Japan's contributions to this progress, and discussed the challenges in implementing the practice among SMEs and strategies to overcome them. Various stakeholders from governments, international organizations and private sectors engaged in vibrant panel discussions.
