環境影響 |
| ● | 同じ使途の他の商品と機能が同等であり、全ライフサイクルにおいて環境負荷が他の商品に比べ小さく、使用及び安全性を損なうことなく環境保全に役立つ商品にラベルが付与される。 |
| ● | クライテリア（認定のための基準）は、原材料の採取、又は天然資源の産出から最終処分に至るプロセスにおける環境負荷を考慮して策定されている。 |

| 認定手続 |
| ● | クライテリアが存在しない商品に関する認定手続は以下の通り。 |
| ・ | HELOに提案及び申請書を提出。 |
| ・ | 検討を進めるべき商品については、専門家がクライテリア案を作成し、評価委員会（Assessing
Committee）に提出。 |
| ・ | 評価委員会による専門家ヒアリングの後、評価委員会が引き続き検討を進めるか、クライテリアを了承するかを決定。 |
| ・ | 了承された場合はクライテリア公表の後、専門家が、クライテリアを満たすかどうかと、あらかじめ提出されている証明書の内容について審査。 |
| ・ | HELOから評価委員会に報告書提出。 |
| ・ | 評価委員会より環境省に対し認定提案書を提出。 |
| ・ | 製造業者とHELOとの契約。 |
| ・ | 商品認定の公表。 |
| ● | クライテリアが存在する場合は、専門家の審査以降の手続となる。 |
