Japanese Experience of Pollution Control Measures and Package Approach

The serious pollution which emerged in Japan during and after the period of high economic growth was overcome by the joint efforts of the public and private sectors using a package approach combining the development of a legal system and regulations, development of human resources and organizations and the dissemination of technologies. The main role of each player in this package is described in the following document.

Based on the results of the above analysis, the Ministry of the Environment, Japan (MOEJ) launched a project entitled “Overseas Development Based on Japanese Model of Environmental Technologies” in 2009, implementing a policy package approach combining the establishment of a legal system, human resources development, introduction of policies to disseminate technologies and capacity building of stakeholder organizations.

Policy package approach

The implementation procedure for the policy package approach focuses on companies which need to implement in-house environmental pollution control measures. This approach is designed to enhance the capacity of companies to implement the required measures as it is complemented by the introduction of official policies to consolidate the support system for companies while pressuring the same companies to implement the required measures.

Method to enhance companies' capacity to implement pollution control measures

To be more precise, the policy package approach is currently employed in the following four fields.

  • Strengthening of environmental regulations
  • Raising of social awareness
  • Strengthening of the in-house capacity of companies to implement environmental pollution control measures
  • Consolidation of the support for the efforts of companies to implement environmental pollution control measures

The MOEJ will proceed with the following activities in various countries based on the knowledge and experience accumulated through Japan’s efforts to overcome pollution while collaborating with international donor organizations which have been implementing similar projects in a number of countries. In so doing, the emphasis of the present project will be placed on the consolidation of assistance for the implementation of environmental pollution control measures by individual companies.

  • Provision of information on environmental technologies applicable to the current situation in Asia
  • Training and capacity building for government officials and private company staffs in charge of environmental management
  • Support for the establishment of technology dissemination policy such as ETV (Environmental Technology Verification) program
  • Advice for the development/improvement of various fund raising methods and systems based upon Japanese experience

Technical Guidelines
