Publication of the report on the analytical results of the Additional Measures related to the discharge of ALPS treated water into the sea under the IAEA framework
1. The Government of Japan (GOJ) would like to announce that the IAEA has released the report on the analytical results of the Additional Measures (AM) related to the discharge of ALPS treated water into the sea held in October 2024.
2. In the report, IAEA concludes that the analytical results reported by the laboratories participating in the AM are consistent with the IAEA Comprehensive Report on the Safety Review of the ALPS treated Water released in July 2023 which concluded that the discharge would have a negligible radiological impact on people and the environment.
■Outline of Additional Measures
The Ministry of the Environment, Japan, conducts Sea Area Monitoring related to ALPS treated water based on the Comprehensive Radiation Monitoring Plan. Since 2022, the Interlaboratory Comparison has been conducted based on the Terms of Reference on Reviews of Safety Aspects Handling ALPS treated Water signed in July 2021 with the IAEA. In addition, in September 2024, the GOJ and the IAEA concurred in conducting additional measures under the IAEA framework and additional measures have been conducted since October 2024.
In October 2024, the experts from the IAEA and the laboratories of China, the Republic of Korea and Switzerland, all of which are ALMERA* members, participated in seawater sampling in the vicinity of Tokyo Electric Power Company Holdings’s Fukushima Daiichi Nuclear Power Station. This is to announce the report summarizing the analytical results of the additional measures.
* The ALMERA network (Analytical Laboratories for the Measurement of Environmental Radioactivity) is a network established in 1995 and comprising about 200 member laboratories globally that is coordinated by the IAEA to maintain and develop capability for the determination of radionuclides in environmental samples.
