Launch of the JCM Implementation Agency “JCM Agency (JCMA)” Designated under the Act on Promotion of Global Warming Countermeasures
1. The revised Act on Promotion of Global Warming Countermeasures and related government orders came into effect on April 1, 2025.
2. Under the revised Act, the Ministry of the Environment (MOE), together with the Ministry of Economy, Trade and Industry (METI) and the Ministry of Agriculture, Forestry and Fisheries (MAFF), designated the Global Environment Centre as the "JCM Agency (JCMA)" on April 1, 2025.
1. Launch of the designated JCM Implementation Agency
The revised Act on Promotion of Global Warming Countermeasures and related government orders came into effect on April 1, 2025.
The Ministry of the Environment (MOE), together with the Ministry of Economy, Trade and Industry (METI) and the Ministry of Agriculture, Forestry and Fisheries (MAFF), designated the Global Environment Centre as the designated Implementation Agency for the Joint Crediting Mechanism (JCM) on April 1, 2025, based on Article 57-19 of the revised Act on Promotion of Global Warming Countermeasures, after reviewing the requirements stipulated in the revised Act.
With the designation, the JCMA is responsible for the implementation and facilitation of the JCM.
* The name of designated implementation agency is "The Joint Crediting Mechanism Implementation Agency, designated by the Government of Japan” and will be called as the “JCM Agency (JCMA)."
The Ministry of the Environment (MOE), together with the Ministry of Economy, Trade and Industry (METI) and the Ministry of Agriculture, Forestry and Fisheries (MAFF), designated the Global Environment Centre as the designated Implementation Agency for the Joint Crediting Mechanism (JCM) on April 1, 2025, based on Article 57-19 of the revised Act on Promotion of Global Warming Countermeasures, after reviewing the requirements stipulated in the revised Act.
With the designation, the JCMA is responsible for the implementation and facilitation of the JCM.

4. Designated Implementation Agency
The designated Implementation Agency is responsible for implementation and facilitation of JCM, including the operation of the JCM from project registration to credit issuance, as well as coordination with partner countries, which had been handled by the competent ministers (MOE, METI, and MAFF). Pursuant to Article 57-19, Paragraph 1, the competent ministers may designate an entity to conduct JCM-related affairs.
