Municipal solid waste generation and disposal in FY2023

The Ministry of the Environment, Japan, conducted a survey on the generation and disposal of municipal solid waste (solid waste and excrement) in FY2023 and published the results. The results are summarized as follows. The amount and cost of disaster waste disposal subsidized by the government are excluded since FY2011.

1.Waste generation and disposal

(1)Waste generation

The total volume of waste generation decreased and the volume of waste generation per person per day decreased.
  • Total waste generation: 38,970,000 t (decreased 3.4% from 40,340,000 t in FY2022)
  • Waste generation per person per day: 851 g (decreased 3.2% from 880 g in FY2022)

(2)Household waste

The volume of household waste generation decreased and the volume of household waste generation per person per day decreased.

(3)Waste disposal

The amount of landfill waste decreased 6.5% from FY2022, and the recycling rate remained flat.
  • Landfill waste: 3,160,000 t (decreased 6.5% from 3,370,000 t in FY2022)
  • Waste reduction rate: 99.2% (99.1% in FY2022)
  • Landfill waste without intermediate treatment: 0.8% (0.9% in FY2022)
  • Total amount of recycled waste: 7,630,000 t (decreased 3.4% from 7,910,000 t in FY2022)
  • Recycling rate: 19.5% (19.6% in FY2022)

2.Waste incineration plants

  • The number of waste incineration plants decreased.
  • The incineration capacity per plant slightly increased.
  • The plants with power generation facilities increased to 40.9% of all plants.
  • The total power generating capacity increased.
As of March 31, 2024;
  • Number of plants: 1,004 (decreased 1.2% from 1,016 in FY2022)
  • Capacity: 174,598 t/day (174,646 t/day in FY2022)
  • Capacity per plant: 174 t/day (172 t/day in FY2022)
  • Number of plants using residual heat: 724 (730 in FY2022)
  • Number of plants with power generation facilities: 411 (404 in FY2022) (40.9% of total)
  • Total power generating capacity: 2,230,000 kilowatts (increased 1.0% from 2,208,000 kilowatts in FY2022)

3.Landfill sites

  • Remaining landfill capacity and the number of landfills are generally decreasing and candidate sites for landfills are continuously difficult to secure.
  • The amount of landfill waste decreased, and remaining landfill capacity expressed in terms of years increased.
As of March 31, 2024;
  • Remaining landfill capacity: 95,750,000 m3 (decreased 0.9% from 96,660,000 m3 in FY2022)
  • Remaining landfill capacity expressed in terms of years: 24.8 years (23.4 years in FY2022)

4.Waste disposal expenses

Expense of waste disposal increased.
  • Expense of waste disposal: 2,291.2 billion yen (2,151.9 billion yen in FY2022)
  • Main contents of expense:
    • Construction and improvement: 440.2 billion yen (387.1billion yen in FY2022)
    • Disposal and running costs: 1,700.0 billion yen (1,646.1 billion yen in FY2022)
