Results of Sixth Joint Committee of the Joint Crediting Mechanism (JCM) between Japan and Thailand and Seminar on the JCM Implementation in Thailand
On September 23, 2024, the sixth meeting of the Joint Committee of the Joint Crediting Mechanism (JCM) * between the Kingdom of Thailand and Japan was held and on December 19, "Thailand JCM Seminar" will be organized to promote further dissemination of the JCM in Thailand.
■Overview of the Joint Committee Meeting and JCM Seminar
The Joint Committee is established on the basis of bilateral document of the JCM, and consists of representatives of Japan and of the partner country, which adopts rules and guidelines of the JCM. It approves methodologies, registers projects and notifies Japan and the partner country of the amount of JCM credits to be issued. This was the sixth Joint Committee meeting between Thailand and Japan, where new JCM rules were adopted, and information was exchanged regarding JCM initiatives and Article 6 of the Paris Agreement. In addition, three new projects planned as “JCM Model Projects” and “Demonstration Programme for Application of New Decarbonizing Technology” were approved in this Joint Committee.
The JCM seminar will be held as shown below aimed to disseminate information about the JCM framework to government agencies and private companies, and included presentations on project details from companies implementing JCM projects. This seminar also includes consultation by Global Environment Centre Foundation (GEC) and Thailand Greenhouse Gas Management Organization (TGO).

■6th Joint Committee Meeting between Japan and Thailand

① Project Idea Note (PIN) for the JCM track under Premium T-VER
The Joint Committee (JC) considered the draft version of the Project Idea Note (PIN) for the JCM track under the Premium Thailand Voluntary Emission Reduction Program (Premium T-VER) and adopted it.
➁ Project Idea Note (PIN) of planned JCM projects
The JC considered the Project Idea Note (PIN) planned JCM project which expects to receive financial support from the Ministry of the Environment, Japan. Upon consideration, the JC approved these projects.
・TH_PIN001 “Productivity Improvement of Aluminium Ingots Using High Efficiency Furnace System”
[Outline of the project]
●This project is to introduce the furnaces that dramatically reduce CO2 emissions in the production of aluminium ingots.
●A new building is being constructed on the site of the existing factory in Rayong Province, Thailand, and the facility will be installed there.
●The features of the melting process introduced in this project make the aluminium ingot production process more efficient and productive compared to conventional methods.
・TH_PIN002 “Introduction of Biomass Co-generation System to Chemical Factory”
[Outline of the project]
●The objective of this project is installation of biomass co-generation facility in order to reduce CO2 emission by replacing grid electricity and steam produced by natural gas boiler.
●Biomass co-generation facility will be composed of stoker boiler, steam turbine and a material handling facility for biomass fuel management.
・TH_PIN003 “Demonstration Project of Perovskite Solar Cell System in Subtropical Region”
[Outline of the project]
●Verification of durability under subtropical conditions (high temperature, high humidity, and high UV radiation) and air pollution (PM2.5)
●Installation of an electrical system that conforms to standards related to in-house power generation systems in Thailand and verification of maintenance methods:
●Energy Management System (EMS) verification tailored to Thailand's electricity market environment
③ Rules and Guidelines
To implement the JCM consistent with Article 6 of the Paris Agreement, the JC considered the draft revision and new proposal of the documents and adopted them.
④ Other matters
Both governments exchanged information about submission of Initial Reports consistent with Article 6 of the Paris Agreement, and policy development in each country.
Moving forward, JCM projects in Thailand can be implemented based on the adopted rules and guidelines. These rules and the meeting report will be published on the JCM website ( https://www.jcm.go.jp/th-jp/information/521 )in due course.
