Result of First Joint Committee of the Joint Crediting Mechanism (JCM) between Japan and Moldova

On September 25, 2024, the first meeting of the Joint Committee of the Joint Crediting Mechanism (JCM) * between the Republic of Moldova and Japan was held and on the following day, September 26, "Moldova JCM Seminar" was organized to promote further dissemination of the JCM in Moldova.

■ Overview of the Joint Committee Meeting and JCM Seminar

The Joint Committee is established on the basis of bilateral document of the JCM, and consists of representatives of Japan and of the partner country which adopts rules and guidelines of the JCM. It approves methodologies, registers projects and notifies Japan and the partner country of the amount of JCM credits to be issued. This was the first Joint Committee meeting between Moldova and Japan, where JCM rules were adopted, and information was exchanged regarding JCM initiatives and Article 6 of the Paris Agreement. The JCM seminar was held on the following day aimed to disseminate information about the JCM framework to government agencies and private companies, and included presentations on project details from companies implementing JCM projects.

(3) Main Agenda and Summary of Results
①  Opening
At the beginning of the meeting, H.E. Mr. YAMADA Yoichiro, Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Moldova expressed gratitude for all cooperation from the Moldovan side in organizing the Joint Committee and emphasized the importance of ongoing cooperation regarding the JCM. In response, Dr. Aliona Rusnac, State Secretary, Ministry of Environment of Moldova conveyed strong expectations for the JCM to support the achievement of Moldova’s Nationally Determined Contribution (NDC) as well as interest in the waste and forestry sectors. 
Organizational matters
The Rules of Procedures for the Joint Committee were adopted and Co-Chairs were appointed. (Moldovan side: Dr. Aliona Rusnac, State Secretary, Ministry of Environment, Japanese side: Ms. MORI Mariko, Deputy Chief of Mission, Embassy of Japan in Moldova)
Rules and Guidelines
The Joint Committee adopted the rules and guidelines for implementing the JCM consistent with Article 6 of the Paris Agreement.
Japan’s support for the JCM partner countries
The Japanese side explained the financing programmes for the JCM.
Other matters
Both governments exchanged information on their countries' institutional arrangement related to Article 6, and information about the JCM registry system was explained by the Japanese side.
 
Moving forward, JCM projects in Moldova can be implemented based on the adopted rules and guidelines. These rules and the meeting report will be published on the JCM website (https://www.jcm.go.jp/) in due course

(4) Summary of Results
The Moldovan government provided an overview of climate change measures in Moldova, while Japanese government officials presented the latest developments on the JCM and government support projects. Additionally, Japanese companies introduced projects related to methane fermentation being conducted in Moldova as the NEDO JCM feasibility study, as well as potential JCM initiatives in Moldova related to biogas and energy conservation. The Q&A session facilitated meaningful discussions regarding the processes for advancing JCM project formation.


*: The JCM aims to promote diffusion of leading decarbonization technologies, products, systems, services, and infrastructure in partner countries, consistent with Article 6 of the Paris Agreement, while also contributing to sustainable development in those countries. Through the mitigation actions implemented in partner countries, it appropriately evaluates Japan's contributions to GHG emission reductions or removals in a quantitative manner and Japan uses them to achieve its NDC. The JCM contributes to the ultimate objective of the UNFCCC by facilitating global actions for GHG emission reductions or removals.
